lost cat on the 100 block of U Street NW -- is it yours?

This cat was trying to get into my neighbors house, and they were not letting him/her in.  He really thinks he should be an inside cat and he has allowed me to pick him up in the past.  He is looking very thin, so I'm worried he is lost or has been abandoned .  Is he yours?  100 block of U street NW.                                                                  

I put out a little food for him.  My cats have made it clear that he will not be added to our family...
