Cardozo has steps, but they're pretty steep and I don't like running on them because I don't feel very stable. I also don't think the Cardozo field is open on weeknights in the winter, but I could be wrong.
How about the staircase in the 100 block of L Street NE, across the street from the bus station, which goes from street level to the Metropolitan Bike Trail and train tracks?
Some of us Big Daddy folks used to run the stairs at Howard. Howard stopped allowing public access sometime last year (not sure if this is still the case), so we moved to Banneker, across Georgia Ave from Howard. The stairs aren't as high, but it's a decent facility with a track, and reasonably well populated, so I feel safe there, even when it's dark.
