Subject: Community Association Registration
Good Afternoon,
As you may know, legislation passed on January 14, 2013 requiring the Alcoholic Beverage Regulation Administration to notify all registered Community Associations of liquor license placards being posted within their boundaries. These placards include new liquor license applications, transfers to new locations, and substantial changes to the operations of licensed establishments.
I am attaching two documents to this email:
- A letter from ABRA Director, Fred Moosally
- The registration flyer
If you are interested in registering with us, you will need to fill out the attached flyer (email addresses are required) and submit a copy of your charter/bylaws.
It is important to note that if your association intends to protest an establishment, it must provide notice to the Applicant or Licensee of its meeting at least seven (7) days prior to the meeting. In order to be granted standing, your association must also meet the requirements outlined in Section 25-601:
§ 25-601. Standing to file protest against a license
The following persons may protest the issuance or renewal of a license, the approval of a substantial change in the nature of operation as determined by the Board under § 25-404, a new owner license renewal, or the transfer of a license to a new location:
(3) A citizens association incorporated under the laws of the District of Columbia located within the affected area; provided, that the following conditions are met:
(A) Membership in the citizens association is open to all residents of the area represented by the association; and
(B) A resolution concerning the license application has been duly approved in accordance with the association's articles of incorporation or bylaws at a duly called meeting, with notice of the meeting being given at least 10 days before the date of the meeting.
