As you pointed out in your previous email, the no parking notice must be up for three days in advance of work.  Our crews removed trees within the footprint of  the Thomas & First Street NW today. No tree removal work is schedule for the rest of the week because of the weather. By the end of next week (2/21/14) SKJD expects  the tree removal task will be complete in all four construction staging areas, along with the trees being removed on 2nd between Bryant & Adams. You may recall from the meeting, that we added the level ground area on the street side of the pipe storage lot beyond the fence line to the give the community additional spaces as part of the Alternative Parking Area Program. 
      
Sorry to hear you will miss the first meeting, but there will be others. We expect to discuss the APA’S at the second Tunnel Forum meeting, date to be determined by consensus at first meeting late March/early April..

If the larger diameter trees aren't scheduled until next week, it seems unnecessary to block the Flagler parking this week.  All the small trees are up on Adams, and it wouldn't make sense that they would need to also block Flagler.  There's no canopy from the small trees that extends anywhere near there.
        
I see that DC Water has also marked about 8-10 trees at 2nd and Adams to take out, and that there are no parking signs on 2nd between Bryant and W Street. So, we're down about what, 40-50 parking spots or more right now?  I request that DC Water scale back the "no parking" zone based on when the work is actually happening.  Also, please notify us when and if we are permitted to park in those spots due to inclement weather.  People are already getting tickets due to the tight parking situation.
        
I won't be able to attend this Tunnel Forum, but I hope others can make it.   For your reference, I'm attaching a letter signed by 75 residents requesting better mitigation efforts.

You are correct in that DC Water’s First Street Tunnel contractor SKJD JV is in the area posting no parking signs &  removing trees at the four construction staging areas required as part of this project, all with the appropriate permit. Small trees are scheduled for removal this week and larger diameter trees area scheduled for next week (as weather allows).  But as you may be aware, when  you remove a tree, the canopy can cover a large area and for safety reasons-the limits of work are set.
            
There are posted temporary no parking signs in the planned work locations, but with the anticipated inclement weather, the District usually  prevents contractors from working in the public way.  If work is not allowed by the district, residents can park in these areas. 
                                 
I noticed you signed up for the Tunnel Forum, DC Water will send out an invitation to the first meeting…..tomorrow.
          
Mark your calendar, the meeting will be 2/20/14 from 6:30-8:30 PM at St. George’s Episcopal Church, 160 U Street NW.
                  
We will provide a construction update, discuss the details of the 24/7 hotline, and set future agenda items, including Alternative Parking Areas.

A few additional points:

1)  I also noticed that these new no parking signs are posted on Adams west of Flagler.   So this is an even bigger issue than my prior email notes.

2)  Don't the regs require more advance notice than one day?  Isn't there a longer requirement for posting?

3)  It looks like this is to take out the trees, but I can't imagine they'll be doing that after the snow comes.  So, can these signs be taken down when there is no actual activity?

As you know we are already short about a dozen spots from the staging area on Adams at Flagler.

Where are we expected to park? There is no alternative parking yet. Is this additional no parking area for a day or two or the whole month?  Is it really necessary to start this week when we're expecting a large snow storm on Thursday?
