McMillan: Fontaine and Company is being compensated by Vision McMillan Partners and not the District

I've been seeing a lot of stuff swirling around lately about Fontaine & Company so I wanted to clear something up based on a FOIA request I just received today.
       
Fontaine & Company WAS originally paid about $28,500 by the District . This was in December 2013. Around that time there was a lot of discussion over the company's role, who was and was not paying for Neighbors for McMillan yard signs, and the like. 
                                                                                    
In February 2013, the District was reimbursed these funds. I take this to mean that Vision McMillan Partners chose to give this money back and begin paying Fontaine & Company out of its pockets rather than the District's.
     
I have seen no other invoice line items for Fontaine & Company.  So while the company may be paid to canvass and elicit support for the project, it is now being paid by Vision McMillan Partners rather than the District.
                               
I hope that helps to clear up the matter. I've attached the two District invoices to help clarify my points above.
