DC Water Clean Rivers Project-Northeast Boundary Tunnel: Recent Release of "Finding of No Significant Impact"

Greetings DC Water Stakeholder:
  
As you are aware, in February 2014 DC Water prepared an Environmental Assessment (EA) to analyze the potential environmental impacts of the Northeast Boundary Tunnel (NEBT) portion of its Clean Rivers Project.  A number of outreach measures were followed to help spread the word about the NEBT EA to the various affected communities, including the following:
                
·         The EA was released for a 45-day public review and comment period beginning February 17, 2014 and ending April 2, 2014. 
                              
·         The EA was made available to view or download at
 http://www.dcwater.com/NortheastBoundaryTunnelEA.
                              
·         Review copies of the EA were provided at local churches, libraries and recreation centers. 
                                                                                     
·         DC Water held two public meetings at McKinley Technology High School on October 16, 2013 and February 27, 2014 to present displays and to provide the public an opportunity to discuss the project with project staff.
              
To provide consistency with past environmental compliance documents prepared for other portions of the Clean Rivers Project, and to closely follow the process of the National Environmental Policy Act (NEPA) and Council on Environmental Quality (CEQ) guidance, a Finding of No Significant Impact (FONSI) has been prepared for the NEBT project. The FONSI is attached to this email for your convenience, and has also been posted to the NEBT project web page which can be located using the link shown above.
           
The FONSI summarizes the EA and includes details about the project alternatives, potential environmental impacts associated with each alternative, and identifies the alternative DC Water has selected for implementation.  Responses to comments received during the public review of the EA are also included as an attachment to the FONSI.  The FONSI has been signed by the General Manager of DC Water to serve as an endorsement that based on the analysis presented in the NEBT EA, no significant impacts would occur from implementation of the selected alternative.
  
In closing, please also keep in mind that outreach for the NEBT project is on-going and there will be additional opportunities to provide any comments.
