Greetings First Street Tunnel Stakeholder,
As you know the First Street Tunnel Project is in the construction phase. The following is a list of activities that will be occurring in November and December 2014. Emergency water main replacement work will continue on Adams Street and, starting this Saturday, emergency electric duct bank relocation will begin at First and V Streets. Two smaller tasks will be required and since they are not within the existing construction staging areas, we wanted you to be aware of the activities.
- PEPCO/Anchor Construction will be working to move the duct bank that runs across First Street from east to west at V Street NW. The duct bank will need to be moved five feet to the south.
DC Water’ s Contractor SKJD will work on Saturday, November 15, 2014 to prepare for Pepco/ Anchor Construction’s start on Monday, November 17, 2014. This is an emergency project and will require a sidewalk closure at the Unit Block (at #87) of V Street NW. The sidewalk closure will occur only during work hours ( 7AM-7PM). It will be reopened for pedestrian use in the evenings and non-work hours. Over the course of this work, pedestrian traffic will be routed through the alleyways, between W and V Streets. Flagmen will on on site to assist in ensuring public safety. PEPCO electric line demolition should be complete by Sunday, November 23rd; with restoration to follow.
- The emergency 30 inch water main replacement project is ongoing at in the 100 Block of Adams Street NW, with an expected completion date of 12/19/14, including Saturdays. SKJD will begin secant pile drilling at the Adams & Flagler CSA on Monday November 17th. A large rig will be moved into place and may result in a brief disruption in the flow of traffic in the area.
- Four (4) local sample water testing stations will be installed on Adams Street from First Street to N. Capitol, starting Monday, November 17. These sampling stations are required to test the new water pipes being installed in the 100 block of Adams, between Flagler Place and Second Street NW.
- SKJD’s Settlement Monitoring Program will be placing monitoring equipment in the center of First Street from Channing to Thomas St. NW beginning Dec 1st. The work involves drilling a hole in the street, placing monitoring equipment, and filling the area flush to the road. Traffic will be diverted around the work area and the work will be completed in December, as weather allows.
We apologize for any disruptions this work may cause. And we invite you to contact our 24/7 First Street Tunnel Hotline (844) FST-INFO/ (844) 378-4636 with any questions or comments you may have.
We appreciate your continued cooperation as we upgrade the water and sewer system in your area.
Thanks,
Tom Lindberg

Well, I'm hoping Bianca comes up with an answer to my question about how we are going to get our household member's who is a wheelchair user into the house when they do that 'water testing' thing on Adams St NW....
