neighbor suggests establishing a Lawyers Committee

See this suggestion from a 1st Street NW resident: 

             

I propose a Lawyers Committee to start filing complaints,  and filing lawsuits against violators and to make presentations at BZA, etal.  Being nice to scumbs does not work.

As you know we've been here since 1988.  The upward trend should not be decreased by these popup crooks/subdividers.
