Greeting First Street Tunnel Stakeholder:
This note is to update you of recent activity and to alert you of several important actions that will take place over the coming weeks regarding the First Street Tunnel Project:
1)      East Alleyway Barriers — in response to resident stakeholder concerns regarding excessive traffic and vehicular and pedestrian safety in the First Street east alleyway, DC Water and SKJD have worked with DDOT to develop a traffic mitigation plan for the alleyway. Knock-down barriers will be strategically placed in the alley and flaggers posted during the day in the short term (approximately two weeks) until the driving public has been acclimated to the new traffic control pattern. 
           
2)      FST 24/7 Hotline — in an effort to ensure enhanced efficiency and greater ease of use for resident stakeholders, we have stream-lined the Hotline. Please be reminded that if you have any issue or concern related to the First Street Tunnel Project, you will need to contact the Hotline (844-FST-INFO/844.378.4636)  to report the matter. This will ensure that your concern is properly documented and that the process for addressing it is followed appropriately.
3)      May Tunnel Forum — the next First Street Tunnel Forum (FSTF) will be held on Thursday, May 28, 2015 at St. George’s Episcopal Church, located at 160 U Street NW and will begin at 7:00 pm.
4)      Saturday Work — going forward, weather permitting, SKJD will be working on Saturday’s from 9:00am until 5:00pm.
Adams and Flagler Place CSA
Noise Levels — Recently, several residents have expressed concern about increased noise levels from various sources (e.g., vacuum trucks, vehicle back-up alarms, generators and transformers). In response, DC Water and SKJD have worked, and will continue to work, to mitigate these issues wherever possible. Actions taken to date include: an ongoing investigation/monitoring of noise and vibration measurements; removal of the generator from the site; and the switching out of vacuum trucks.
Existing Sewer Tie-in — The contractor will be breaking into the existing Flagler trunk sewer (inside the CSA). This work is scheduled to begin on Monday, May 18, 2015 and will continue for approximately three weeks. As a result of opening up the sewer pipeline, you may notice a new smell in the neighborhood. The smell will be similar to, but a more concentrated form of, the smell you notice when walking past catch basins around DC. 
Crane Arrival — A crane is scheduled to arrive at the Adams and Flagler CSA on Wednesday, May 27, 2015. DC Water and its Contractor, Skanska Jay-Dee, will post temporary “NO PARKING” restrictions from 7 a.m. to 7 p.m. on Adams Street NW and Flagler Place NW. These restrictions will be enforced from May 27 through May 29, 2015.

Shaft Excavation — This work will involve jack-hammering into frozen soil and the removal of debris and soil from the site. An increased number of dump trucks will be needed for the removal process. As a result, we will proactively enhance truck traffic mitigation efforts by ensuring that trucks are loaded as quickly/efficiently as possible, that trucks are not left to idle in the queue for long amounts of time, and that an adequate number of flaggers/spotters are available to assist trucks as they enter and exit the site. Entrance and exit points will be located at the east (Adams Street CSA) and west (Flagler Place) ends respectively.
First and V Streets CSA
Deep Shaft Excavation — Excavation at the V Street shaft is complete. The contractor is currently pouring the Cast in Place (CIP) lining for the shaft walls. This work will involve installing forms, placing rebar and pouring concrete. The forms and rebar will be assembled at the Channing Street work site and transported via truck to the V Street site.
First and Thomas Streets - Pumping Station CSA
Alley Closure — The entrance to the alleyway behind Mt. Bethel Baptist Church (on the east side of First Street, across from Thomas Street) will be closed in order to build a near surface structure. Work will begin on June 1, 2015 and will take approximately six weeks to complete. Users of the alley will need to exit northbound to U Street while construction occurs at the alley entrance and on the street.
