Couple who renovated D.C. rowhouses agree to $300,000 in fines for shoddy work

A Northern Virginia couple accused by District officials of developing and selling multiple substandard rowhouses across the city have agreed to pay more than $300,000 in fines for dozens of building infractions.
     
The payments by Insun and Jefferson Hofgard will eventually form part of the restitution to several District residents who purchased renovated homes and discovered serious problems that required costly repairs, including an improperly installed water mainline in one property, and a “pop-back”rear addition and basement kitchen that lacked proper zoning approvals in two other homes.
          

The fines issued by the city’s Office of Administrative Hearings this week follows a months-long investigation by the staff of the city’s Department of Consumer and Regulatory Affairs. The Hofgards’ development problems have also been chronicled extensively by The Washington Post and the radio station WAMU.
