Subject: FST Project Update for December 2015 and Early January 2016
Greetings First Street Tunnel Stakeholders,
Below
are FST community updates covering the remainder of December and
early January.
Upcoming Holiday Construction Schedule: Construction will
continue until Thursday, December 24, but will stop in the early
afternoon. Construction will resume on Monday, December 28, 2015.
Construction will continue through Thursday, December 31, but will stop in the
early afternoon. Construction will resume on Monday, January 4,
2016. Each upcoming holiday weekend will be free of First Street Tunnel
construction activities.
Lucy, our tunnel boring machine,
is continuing to make her way southbound under
First Street. She is currently at the end of the 2000 block of First
Street, and will be approaching the 1900 block as early as Monday. We are
pleased to report that Lucy has made a successful run under the 2400,
2300, 2200, 2100, and 2000 blocks. We placed door hangers on the 1900
block of First Street on December 10 up to Rhode Island Avenue. We
anticipate Lucy completing her run by the end of December.
Construction Activities at V Street: Concrete
deliveries will continue. Trucks will be entering all three sides of the
VS-CSA. The contractor will use the north and south sides of First Street
for concrete pours associated with the two diversion chambers near First
Street. The V Street entrance/exit is being used for soil excavation
haul-out from the third diversion chamber located adjacent to the DC Water
project site office at 2036 First Street. Reminder:
Once the contractor starts a concrete pour, it has to be continuous until
completed; at times, then, we may go beyond the scheduled work hours.
Construction Activities at Adams Street and Flagler Place: The contractor
has completed the first 80 feet of the 300-foot-long adit tunnel. The
remaining 220 feet of adit tunneling will be constructed using a “micro” tunnel
boring machine (MTBM). As you may recall, the MTBM will interface with
the new First Street Tunnel under the corner of First and Adams Street.
In addition to ongoing adit construction, there are additional concrete
pours scheduled from Flagler Place in order to complete the diversion chamber
within this site. We completed the adit excavation and are starting the
concrete liner. There remains a section for the adit that requires a
different construction method. Around the middle of January, SKJD will be
bringing in support gear for the MTBM assembly, with some equipment that is
approximately 16 feet tall. Therefore, residents should expect the
interior of the construction staging area to change for the mining of the
remainder of the adit.
Construction Activities at Thomas Street: At the pump
station, DC Water is currently installing a 16-inch force main across First
Street from Thomas Street to the alley behind the Mt. Bethel Baptist
Church. Traffic is restricted to one lane with flaggers. This
construction should be completed by the end of December. As Lucy
proceeds under First Street, SKJD may have a crane operator and some limited
surface activity at the Thomas Street construction staging area monitoring Lucy’s
progress. At this time, we expect Lucy to be in this area around
December 18.
Next Tunnel Forum Meeting:
The next Tunnel Forum meeting is scheduled for
Thursday, January 28, 2016 at 7 pm.
The meeting location will be St. George’s Episcopal Church at 160 U Street
NW. Hope to see you there!

I was unable to attend, but I'm really unhappy with workers at the Adams worksite, with employees double parking on the First Street side of the enclosure so you cannot get into the alleys. Ask nicely for them to move, and you get attitude and swearing.
