lost dog found on the unit block of Randolph Place NW

See this 02-05-2016 message from a resident on the unit block of Randolph Place NW:
                                           
This sweet little brown and white doggie (pic enclosed) with one blue and one brown eye (R/L) is on my porch this morning... Very sweet and listens well to commands. Male I think. Blue thick collar/harness but can't see a tag on it. But clearly lost and not a stray
