As the ANC Commissioner who drafted both resolutions re Enhanced RPP, I wish to clarify that one resolution was on behalf of the 100 block of Thomas St., NW -- and the other was on behalf of the Unit block of T st. NW.  

Both  blocks have submitted their request & petitions to DDOT.  DDOT assessment is in progress.
