? possible segregation in the McMillan Parcel 4 mixed-use (retail & residential) ... ?

After reading the developer's submission for this case, I requested that the record for this case be  re-opened so that I might submit testimony. The request was granted and I submitted the attached testimony.  

As expressed in my written testimony, I am primarily  concerned that it is proposed that the affordable (50% to 60% AMI) senior citizen units and market rate units ​be located in separate parts of the building, each with separate entrances, lobbies, elevators and mechanical penthouses.  I believe such configuration is suggestive of social-economic and racial segregation.  However, I could find no rationale or justification for this configuration in the developer's documents.
