There is heavy police activity on the corner of Randolph Place and North Capitol Street. The police has Randolph Place, NW tapped off and they tapped off Jam Doung. Noticed it at 7:00pm on the way to church (had to go through the alley and exit on S Street, NW) to get to Bible study. Several police hours with flashing lights are out.
