Subject: After Hours Work Request - FLA Construction Site

Dear Commissioner Lewis,  

This letter is to inform you of DC Water’s intent to apply for an After Hours Work Permit at the Florida Avenue work site located at 321 Florida Ave NW.  In accordance with District of Columbia Municipal Regulations (DCMR) 12A, Section 105.1.3, the design-builder intends to apply for an extended-hours permit for two shifts daily, from 7AM to 3AM to perform bypass pumping. Pumps and generators will need to be functional 24 hours per day and are anticipated to last 2 weeks.  

The purpose of this activity is to enable construction of the near surface facilities at the Florida Ave work site. All possible reduction measures will be taken to mitigate noise that can be caused by the generators and pumps associated with bypass pumping. Neighborhood noise levels will be monitored and should be similar to current noise levels. Per DCMR, noise levels will be kept to a rolling average of 85 dB.  

DC Water is constructing the Northeast Boundary Tunnel (NEBT) to connect with the existing sewer system, significantly mitigating sewer flooding while improving the water quality of the Anacostia River. The NEBT is the largest component of the Clean Rivers Project and starts just south of RFK Stadium and extend north to Rhode Island Avenue and west to R Street NW.
