Non-District of Columbia Residents Can Apply for ROSA Online
(WASHINGTON, DC) – Non-District of Columbia Residents who regularly stay in the District overnight can now apply for ROSA, registration for out-of-state automobiles, online. The District of Columbia Department of Motor Vehicles is offering this service to automobile owners to make it more convenient for them to apply for the ROSA exemption, which is valid for one year. However, ROSA is not a parking privilege.
“By adding another online service, we are making it easier, faster, and friendlier to conduct business with the DC DMV,” said agency Director Lucinda Babers.
It should be noted a person cannot apply for ROSA until after a warning ticket has been issued to their vehicle. If a ROSA related ticket, i.e., for failure to display DC tags, is received, then the vehicle owner must adjudicate the ticket and supply non-resident documentation. Additional information about ROSA is located on DC DMV’s website.
Currently, DC DMV has more than 40 services that can be conducted online or through the mail, encouraging customers to “skip the in-person trip,” and visit dmv.dc.gov.”
