Neighbors,

In light of the two recent fires in our neighborhood in about as many months, our treasurer, Michael Fine, had a great idea of asking our local fire department to attend the civic association meeting to discuss fire safety. Michael also suggested that we find someone to provide advice regarding what kind insurance coverage homeowners and renters should have to protect themselves and their belongings in the event of a fire. While we expect to have someone from the fire department in attendance, we have not had any luck securing an insurance expert. Please email me (terijanine @ gmail.com) if you (or someone you know) is qualified and available to provide this type of guidance at our meeting this Monday. We are not looking for a sales pitch, but rather a few tips on things we should look for in our policies to make sure we have the appropriate coverage. Any help you can provide would be greatly appreciated. We hope to see you at the meeting.

Capitol Food Mart at 1634 North Capitol St NW applying for an alcohol license

Some unknown person -- MTN1414 at hotmail.com -- who might live in the neighborhood asked to have this message posted:

I went to the Capitol Food Mart at 1634 North Capitol NW this weekend and saw that they have applied for a license to sell alcohol. It seems like there is little upside to another establishment selling alcohol within a block or two of the Florida Avenue intersection. Plus, unlike the liquor stores, the food mart would be able to sell alcohol on Sundays - likely bringing the people who loiter at the Florida Avenue intersection north. Given the recent shootings in the area, I can think of better ways to expand business in the neighborhood. Just wanted to give a heads up and see if others have concerns - I know there are ways to protest the license application. I believe there is a hearing on March 24.

Okay, here is a comment about Big Bear Cafe from a resident of S Street NW:

As a long time resident of Bloomingdale, I long for the days when Big Bear Market sold beer through a bullet proof carry out window at all hours of the night and loud intoxicated patrons with alcoholic beverages in paper bags loitered in the street for all to see and hear. They were a fine example for our children.

Come on. Let's get real. Do you honestly think the reincarnated Big Bear is going to
go back to the good old days? I think not. Sigh, this neighborhood is loosing its edge.

As for the parking issue, I request reserved parking on Sundays. It's difficult to find parking with all the churches in the neighborhood. As for me, I walk to church.

ANC 5C votes unanimously * not * to support the Big Bear Cafe liquor license at this time

I attended tonight's predictably contentious ANC 5C meeting held at Trinity University.

Here is the executive summary of what you all really want to hear about: the status of the liquor license pursuit by Bloomingdale's Big Bear Cafe at 1st & R Street NW,

First, be advised that Big Bear's application for a liquor license was withdrawn.

After much public testimony by residents in opposition and support, ANC 5C07 Commissioner Barrie Daneker read aloud a resolution stating that ANC 5C cannot support the the liquor license application by Big Bear Cafe for a number of stated reasons (which are not stated here).

All of the commissioners present -- except for ANC 5C03 Commissioner Stu Davenport, who recused himself from the vote and did not participate in the discussion -- voted unanimously to support the stated resolution opposing the pursued liquor license at this time.

Edgewood resident Michael Henderson took copious notes which I hope will be available later this evening. I will update this blog entry with the link to Michael's meeting notes for more info.

Robert Brannum's statement regarding Boundary Stone's presentation and discussion last night

See this message from Bloomingdale Civic Association President Robert Brannum, following last night's civic association meeting, which included a presentation by Colin McdDonough, Gareth Croke and Matt Croke of Bloomingdale Hospitality LLC, a.k.a., Boundary Stone Public House, which was followed by at times passionate and at times heated discussion:

Dear Bloomingdale Neighbors,

On 1 June 2010, the Alcohol Beverage Regulation Administration will consider an application for a retail class ”C” tavern license for Bloomingdale Hospitality, LLC.

The owners, Colin McDonough, Matt and Gareth Croke, owners of Bloomingdale Hospitality, LLC, have gathered over 300 signatures on a petition in support of its application and held an open house for residents of the immediate area to receive an advance look at the facility.

According to the owners, “Bloomingdale Hospitality LLC is crafting a neighborhood establishment created to foster a warm, welcoming environment where people can gather to enjoy food, drink, and the simple pleasure of music and good company. It is a place where the genuine care and comfort of our guests is our highest mission. We support our community and embrace the powerful role that business has in environmental and social responsibility. We are resolute in our desire to achieve a
sustainable business and be a positive force in our community.”

Tonight at the meeting of the Bloomingdale Civic Association, a special presentation was made to provide residents with an opportunity to learn more about the plans for Boundary Stone Public House. As with many community meetings, residents expressed their views with passion. While there were some concerns expressed regarding the impact within the immediate area of the Pub and discussion about establishing a voluntary agreement (or the need for one), there was not any vocal opposition to the opening of the Pub.

Tonight’s meeting was designed to provide ALL community residents an opportunity to be heard and to have questions answered. While a vote was not taken, residents will have another opportunity to express their support for the licensee at the next meeting (Monday, 24 May 2010) of the Bloomingdale Civic Association. At that time, a vote by the Bloomingdale Civic Association can be taken to express the will of the broader community.

However, tonight, it is clear by the comments voiced; the owners have significant support for their business venture. Many Bloomingdale residents, in the past, have made known their desire for businesses of this nature in the community.

The Bloomingdale community is made of varying personalities, reflecting the diversity of the District of Columbia and America. Communities thrive best and help enhance the quality of life for all its residents with respectful conversations and willingness to hear from each other. It does not matter, whether one has resided in Bloomingdale for 30 years, 30 months, or 30 days; all of us want to live in peace and harmony with our neighbors.

As a growing community, Bloomingdale has an opportunity to show other District neighborhoods how people can live together as one united community.

Big Bear Cafe's pursuit of a restaurant-class liquor license

What do you think about Bloomingdale's Big Bear Cafe pursuing a liquor license -- specifically, a restaurant-class (and not a tavern-class) liquor license?

Keep in mind that Aleks Duni, owner of the not-yet-opened Baraki pizza tavern at 1st & T Street NW, went through a community process -- leading to a voluntary agreement -- for a tavern-class liquor license. So Bloomingdale has already survived the voluntary agreement process for a restaurant-/tavern-class liquor license.

Big Bear Beer II

Sometime after all the youth/school related stuff at the BACA meeting, about an hour into it, we finally got to Big Bear and their general ideas of pursuing an ABC liquor license. There were two persons from Bog Bear, one being Matt Sellers, the other guy a blond barista.

Big Bear is aiming for a CR license. For those of you unfamiliar with the wonderful world of ABC licenses, a class C Restaurant license is one for places where at least 45% of revenues come from food sales. It is different from the class of licenses for bars or corner markets. There was one objection mentioned, coming from a Baptist minister, presenting his concerns about people getting drunk and hanging out in the park. This was countered by the Episcopalian church secretary reminding him of Jesus' first miracle at the wedding at Cana, turning water into wine.

There were questions about Big Bear expanding and the space they have. The bear is kind of landlocked and the space above is leased to tenants, so in the near future, nope. Maybe, years down the road. Another question was the issue of vagrants/ neighbor characters. Characters do drop by to get a glass of water and to use the
bathroom and for the most part they don't cause a problem.

The idea is Big Bear has a vibe as a cafe, hang out and they have no intention of becoming a bar, they just want to expand their food service options. I asked the barista (m) if the idea is to offer something like Teaism, and he answered in the affirmative. As far as I can tell despite having a small park area and a restaurant/bar across the street, the Penn Quarter Teaism fails to produce drunkards rolling out of its doors.
