Crispus Attucks Court NW Having a backyard is a wonderful thing, but it`s not a privilege enjoyed by all of D.C.`s rowhouse-dwellers; many back doors open out onto alleys. Which is why the long fight to make the plot of land between U, V, North Capitol and 1st Street NW into an Edenic 1.36-acre park is such a triumph. Only 15 years ago, the area was occupied by a burned-out old building that police had fenced off and padlocked to keep drug dealers and prostitutes out.

In 1998, the city foreclosed on the land — owned by the Crispus Attucks Development Corporation — galvanizing neighbors to get the foreclosure cancelled and make it into a tax-exempt park, in exchange for allowing community access in perpetuity.

Since then, the development corporation has been working on improvements, putting in trees and landscaping. And now, walking through the right alleys will lead you into this almost-secret garden, which on a sunny summer day will be filled with locals chatting and lounging on the grass. In light of the two recent fires in our neighborhood in about as many months, our treasurer, Michael Fine, had a great idea of asking our local fire department to attend the civic association meeting to discuss fire safety. Michael also suggested that we find someone to provide advice regarding what kind insurance coverage homeowners and renters should have to protect themselves and their belongings in the event of a fire. While we expect to have someone from the fire department in attendance, we have not had any luck securing an insurance expert. Please email me (terijanine @ gmail.com) if you (or someone you know) is qualified and available to provide this type of guidance at our meeting this Monday. We are not looking for a sales pitch, but rather a few tips on things we should look for in our policies to make sure we have the appropriate coverage. Any help you can provide would be greatly appreciated. We hope to see you at the meeting.

Ms. Lunaris:

Obviously you have no clue whatsoever as to what I have been experiencing for several years now due the presence of feral cats and wild life on my property. I did not see where you attempted to address the products that the cats have been leaving on my property (poop) for several years now. This is a health hazard to me and my family. The cats and wild life, because of the food sources near my home now choose to live on and under my deck. It is in fact a health hazard, loss of quality of life and nuisance “to me and my family”. I am allergic to cats, and asthmatic. When a cat was found finally having gotten into my home and is found sleeping in my bed, do you not think this is not a health hazard. A dirty filthy smelly cat, these cats do have fleas and in some cases the hair is falling off… Ms. Hille said to me, when I called to express my concerns “well you left the door open”! Where was the concern for my health? If you in fact believe that the cats are being monitored and cared for by Alley Cat Allies where I live, you are mistaken and that is an overstatement.

Food continues to be left out in large quantities every day all day. This practice not only attracts cats but other wildlife. The feral cats and other wildlife then live near the source of the food. It’s just that simple. I witness these animals practically every day coming into my yard and living on and under my deck. Poop on my private property and in my plant containers is unacceptable and yes a health problem for me. Am I expected to continue to clean up after them? Each time I ask the question (and there have been many) of who cleans up after the animals, there is dead SILENCE on the ISSUE. I haven’t heard the ANSWER! Maybe since Alley Cat Allies are monitoring the cats, they can swing by my home and check of the rear door of my basement and take care of that poop problem. How about that! Is poop a public health problem and hazard when left not cleaned up day in and day out? Do I have full access and enjoyment of my home to my own deck (the table which I would like to eat upon) and property where I PAY taxes? I think NOT. Not another time. Not another year will I endure this. I have been quoted the law by the city officials and heard the explanations given by the Washington Humane Society for too many years. Just live with them! Basically. Yet neighbors continue to feed and feed year in and year out. What about my rights to enjoy my home and use my property as I choose? Quite frankly at this point I do not care how others feel one way or the other whether they are being affected or not. This is now a self-centered issue around me and my family.

The Mayor Fenty himself viewed the situation during a Bloomingdale community walkthrough said two years ago, take care of this situation. I didn’t have to say ONE word, the cats were all over my deck and back yard! It has NOT been resolved. This is ONE DC government I am NOT calling around to find a final lasting resolution. That is precisely why I pay taxes.This is your JOB and responsibility, and no one has gotten the JOB DONE to my satisfaction. The Humane Society, Mr. Giacoppo does address wildlife (after a raccoon decided it wanted to live on my deck too) and has been to my home more than once. No more calls, emails and meetings. Make no mistake. I will be taking legal action. BTW I saw a baby opossum (where is the litter) wondering around last nite next door. ENOUGH!

Good Afternoon,

I’ve been asked to respond to your inquiries about feral and wild animals in your neighborhood.

Feeding feral cats is not illegal in the District so long as such feeding does not attract rats. That is why the community is encouraged to feed only for a short period of time. 10 minutes is an arbitrary about of time that is suggested by feral cat management organizations such as Alley Cat Allies and the Washington Humane Society. The feeder is supposed to pick up any remaining food after the cats finish eating so that any leftovers don’t attract rats or wildlife. It sounds like your neighbor’s take that responsibility seriously and are encouraging those who may be less vigilant to improve their performance to prevent problems. You referenced a serious health problem because of the cats. The Department of Health has not received reports of sick cats, rabies or other diseases transmitted by animals from the neighborhood.

As you may also be aware, the Animal Control Act (8-1802(c)2)) requires the District to “promote the utilization of trap, spay or neuter, and return practices as a means of controlling the feral cat population; provided, that all efforts shall be made to adopt out a trapped, tamable kitten.” My understanding is that the cats you are referring to have been sterilized, vaccinated, and are monitored by the community to ensure that the cats remain healthy. The monitoring includes feeding.

Sterilizing and releasing feral cats is best practices in feral cat management. Trapping and killing animals invites new feral cats into the neighborhood, the new, unsterilized cats reproduce and the population explodes. Because cats are highly territorial, sterilized cats keep new cats out and reduce the population over time.

I understand that Ms. Hille, who you have worked with in the past, has followed up with the known feeders in the neighborhood and issued abatement notices requiring them to cease feeding practices that may cause a public health nuisance.

In your e-mail, you also mention a wildlife problem. The Mayor has not mandated DOH with wildlife management. Wildlife management is DDOE’s Fisheries and Wildlife Division’s domain. That division can be reached by calling Ms. Becky Ackerson at 202-727-4726. If the Department of Health receives reports of sick or injured wildlife, or wildlife actively threatening a resident, animal control can go out; however, the mere presence of a wild animal in the neighborhood does not indicate a public health problem.

Good Morning Dr. Vigilance,

As you can see from this message the feral cat and other wildlife is still an ongoing issue here for those who live on the park. I cannot speak for anyone other than myself, but going back several years this has been a growing and unabated problem for me. I have lived with neighbors who choose for whatever reason to feed the wildlife here. It is not just feral cats, it is also raccoons and opossums eating this food that is left standing all day. They are attracted to the park area because there is an ample food supply. Last summer I was virtually afraid to go outside in my rear yard for fear that a raccoon, or cats would be on my deck sitting on my furniture. At least the opossum would leave, but the raccoon and cats with their constant deliveries of feces at my rear basement door is unacceptable and a health hazard. I arrived home one day for lunch and found a feral cat lying in my bed! I had apparently left the door open while going to put trash earlier that morning. Neighbors should NOT be leaving any food out and feeding cats. Not for 10 minutes, not at all. Anyone who continues to suggest that food should be left for a 10 minute feeding (does the feeder really know what amount that is, monitors the feeding and then removes what is left, I don`t think so) therefore is giving a green light to continue this nuisance. This is my position, I have lived on the [Crispus Attucks] park for more than 10 years and I have never experienced the wildlife at this level. Yes, there were more cats present, but they were NOT living in my yard and on my deck. I do not own a cat, nor should I be responsible for cleaning up after them. There needs to be continued inspections and efforts to educate neighbors on the Park from the Dept. of Health about what is acceptable and what is a violation of the law. Continued violations should then receive citations just as those who leave their trash cans out. Again, I would go further to say to the neighbors here on the Park, ``Please Do Not Feed the Cats``. Believe me they will survive.

This appeared in the Bloomingdale list serve today. However based upon past experiences for the last years, I have strong suspicions about who the culprit might be. Clearly there remains a serious health issue here. Year in and Year out! You must understand, it is NOT just the feral cats here. Other wildlife are continuously attracted to the area because it is source of food, a buffet all you can eat all day long. This is not rocket science. NO ONE SHOULD BE FEEDING THE CATS. Not for 10 minutes. Can anyone determine really how much cats, raccoons, and opossums can eat in 10 minutes!!!. This is beyond ridiculous!! Must I remind you I had opossums and raccoons both on my deck last year, virtually living in my yard along with the cats. Not to mention the feces in my back door. This is unacceptable. What is the next step to resolve this long standing issue. Is the Dept. of Health and the Wash Humane Society going to continue to nicely ask neighbors to ``please stop feeding the cats``, year in and year out!!! I want some action. This is a violation…. It was last year, the year before that and it is today. What are you waiting for now.

Please, if you feed cats, only leave out enough for them to eat at one sitting, in 10 minutes or less. Thanks!``

Thanks for your efforts John. However, I remain concerned about the conditions at my home. Feeding cats @ 202x [1st St NW] has been a true nuisance for too many years. Why must I have to endure their presence? I have stated for the last time I will not continue to repeatedly clean up feces on my property. The fences that were discussed on the last visit by Wash Humane Society will be more costly due to the special design features that must be present in an attempt to keep them off my property. Should I also be responsible for incurring the financial burden of this special fence design? I purchased a fence two years ago only to be informed that it would not be effective. I will NOT live with cats and feces on my property. As far as it being her choice, she chooses to feed and for a fact ignores the regulations. The cats and any other wildlife are present and attracted to the area because of self centered choices. I will not continue to live this way. I hope I made my intentions clear in our last conversation.

Calling all Girl Scouts, Boy Scouts, and Campfire Children - Young and Old!

Perhaps you`ve heard the news...we`re going to be Camping in Crispus Attucks. All you need to do is pitch your tent, donate $20 (if you have it), sign a release, and enjoy! It`s open to all, single folks and families.

We`re camping on Saturday, May 22nd, after the Bloomingdale Community Yard Sale. We`ll begin pitching tents around 5 pm. (Our rain date is Saturday, May 29th.) A police officer will be with us throughout the night - protecting from ghosts and other spirits that might be attracted by our campfire ghost stories.

We`ll be starting quiet time around 10:30, so we won`t bother our neighbors surrounding the park. We`ll also have a portable toilet for our convenience - hence the $20 donation. Any money collected above our expenses will be donated to the park.

We`ll collect the money and have you sign the release during set-up.

And if you don`t want to camp with us, you`re welcome to join us for campfire sing-a-longs and ghost stories.

The private community park between the unit blocks of U and V Streets NW and the 2000 blocks of North Capitol & 1st Streets NW in the heart of DC’s Bloomingdale neighborhood.

Hello Bloomingdale neighbors!

I’m Mike Giordano. I live on the 100 block of U Street NW with my partner Bob and our 5 year old daughter Kayla. I’m looking for volunteers to help organize our first Camping on Crispus Attucks.

With the guidance and support of John Corea, the Crispus Attucks Park Board and John Salatti, we’re going to have a family-friendly night out in the park – similar to what the Park Service does in New York’s Central Park.

Let’s keep it simple…set up your tents, bring your portable fire pits, roast marshmallows, sing campfire songs, perhaps even tell ghost stories. Then, go to sleep by the sounds of crickets and sirens. There may be a small fee to cover the portable toilet. I’m hoping that the campers will be willing to donate marshmallows, fire wood, and such.

Worried about safety? Don't. We have the support of the local police. In fact, an officer or two will be joining us overnight.

I’ll need help with things like: signage, renting a port-a-john, creating agreements and registering campers, post-camp cleaning, potential activities and such.
