Councilmember McDuffie Takes a Stand for Better Pay for D.C. Residents

This week, Councilmember McDuffie rallied with the organization Good Jobs Nation to call attention to inequities in wages, benefits, and working conditions for low-wage federal contract and concessions workers.

“Here in D.C., the richest five percent of households have an average income of $473,000, said Councilmember McDuffie. “At the same time, the poorest 20 percent of households have incomes averaging under $10,000. This is unacceptable in our nation’s capital.”

Last month, Councilmember McDuffie introduced a resolution in the Council calling upon the Department of Labor and the President to ensure that workers employed through federal contracts, concessions, and leases in D.C. receive sufficient pay and benefits to adequately support themselves and their families, in dignity, and without public assistance.

Legislative Update:

Councilmember McDuffie Convenes a Public Hearing on Several Bills

On July 8, Councilmember McDuffie, Chairperson of the Committee on Government Operations, will convene a public hearing on several bills within the committee. The public hearing will be held in Room 123 of the John A. Wilson Building, 1350 Pennsylvania Ave, N.W., at 10:00 a.m.

 A list and a description of each bill can be found here.

If you are unable to attend, but wish to provide comments, you may submit written testimony to the Office of Councilmember McDuffie (Room 506) or via email to Ronan Gulstone within 10 days from the hearing. 

Councilmember McDuffie Announces Roundtable on Public Financing of Elections

On July 11, Councilmember McDuffie will hold a public roundtable on the feasibility of public financing of District of Columbia elections. Anyone wishing to testify at the hearing should contact Ronan Gulstone at (202) 724-8028, or via e-mail at rgulstone@dccouncil.us, and provide their name, address, telephone number, organizational affiliation and title (if any) by close of business Tuesday, July 9th. The public hearing will be held in Room 500 of the John A. Wilson Building, 1350 Pennsylvania Ave, N.W., at 11:00 a.m.

DPW Observes Independence Day

The Department of Public Works (DPW) has announced how services will be affected Thursday, July 4^th when the District observes Independence Day. Trash and recycling collections and street and alley cleaning will be suspended. Parking enforcement will be suspended, except in the Nationals Stadium neighborhood where all parking regulations will be enforced. All services will resume Friday, July 5^th.

The Ft. Totten Transfer Station, located at 4900 John F. McCormack Drive, N.E., will be closed. Residents may resume bringing bulk trash and recyclables on Friday, July 5^th between 1 p.m. and 5 p.m. Thursday and Friday trash and recycling collections will “slide” to the next day. Thursday’s collections will be made Friday and Friday’s collections will be made Saturday. For additional information, visit www.dpw.dc.gov.

DPR Announces the 2013 Independence Day Holiday Schedule

The D.C. Department of Parks and Recreation (DPR) announced their 2013 Independence Day holiday schedule. All DPR summer camps, recreation/community centers, indoor aquatic facilities and administrative offices are closed for the holiday.

Outdoor aquatic facilities and children's pools will operate on a revised holiday schedule. Benning Park, Fort Stanton and Langdon Park outdoor pools will be closed on Independence Day. Spray parks will operate on their normal schedule, with the exception of Columbia Heights Community Center.

D.C. Free Summer Meals Program is FREE to all children ages 18 and younger. There is no application necessary to receive a meal. Children ages 18 and younger can show up at a D.C. Reminder: Heat Advisory for Seniors

Summer is upon us, and temperatures could approach 100 degrees, with higher heat indexes. The D.C. Office on Aging has a few helpful tips to help seniors beat the heat:

• Make contact with homebound or at-risk senior clients to let them know of the heat alert and air quality alert.
• Ask seniors to stay at home or reduce outdoor activity.
• Ask neighbors, friends and relatives to check on frail or isolated elderly individuals.
• If you discover the temperature is too hot when checking on a homebound senior, assist the senior in trying to keep cool.
• Advise seniors to stay indoors and not to go out between the hours of 10am and 3pm.
• Tell seniors to stay cool by taking frequent baths and showers, drinking water, wearing light clothing, turning on air conditioners and fans, and go where they can cool off.

Here’s a list of the Senior Wellness Centers that are designated cooling centers. Each center is open Monday to Friday from 9 a.m. to 4:30 p.m.

Metrobus Route 80 Key Issues and Recommendations

Metrobus planning staff recently hosted the final public meeting on Metrobus Route 80, the “North Capitol Street Line.” The purpose of this meeting was to share with the public a summary of the issues experienced by Route 80 riders and discuss possible recommendations for restructuring service, stops and route alignments to help alleviate crowding, reduce delay and increase service frequency.

The presentation boards are available for download. (PDF, 15MB) The key issues and a summary of preliminary recommendations are listed below.

The following were the key issues identified by riders during earlier public meetings and a focus group:

• Frequency of service
• Passenger crowding
• Schedule adherence and reliability
• Communications improvements between passengers and Metro
• Traffic congestion on New York Ave causing delay to buses using southbound North Capitol Street service ramp

In response to the identified issues, the following recommendations for Route 80 were presented:

• Recalibrate running times
• Eliminate southbound stop on Providence Hospital roadway
• Formalize use of North Capitol Street underpass to improve service reliability
• Formalize use of Virginia Avenue underpass to improve service reliability
• Dedicated/enhanced supervision of bus operations
• Restructure service, including
  • transforming local service into two different routes:
    • Route 80 operating between Fort Totten Metrorail Station and the Kennedy Center
    • Route 80A operating between Fort Totten Metrorail Station and McPherson Square
  • implementing a new limited-stop overlay service -Route 80X- operating between Fort Totten Metrorail Station and McPherson Square, with an option to serve to serve the Washington Hospital Center (see map below)
  • creating a new neighborhood connector -Route 85- between Brookland-CUA Metrorail Station and Union Station serving NoMa and the future McMillan Reservoir development area
• Consolidate several stops to meet WMATA’s guideline of 1/5 to 1/4 miles between stops

The study team will take what they learned from the public meeting, as well as comments left here, and incorporate them into the final recommendations.

            This notice has been revised to reflect the removal of B20-0251 the “Government Managers Accountability Amendment Act of 2013,” from the agenda. Though the original notice for this hearing was timely filed, this notice is abbreviated to provide timely notice of the revision to the public. 

             

The purpose of this hearing is to give the public the opportunity to comment on these measures. The following is an outline of the stated purpose of each bill scheduled to be considered at this hearing:

·         The stated purpose of the “DC Resident Point Preference Amendment Act of 2013”  is to amend the Jobs for D.C. Residents Amendment Act of 2007 to require that all agencies and instrumentalities give qualified District resident applicants a 20-point preference over qualified non-District resident applicants.

·         The stated purpose of  the “Board of Ethics and Government Accountability Amendment Act of 2013” is to amend the Board of Ethics and Government Accountability Establishment and Comprehensive Ethics Reform Amendment Act of 2011 to allow the Board of Ethics and Government Accountability to issue advisory opinions upon its own initiative; and expand the range of penalties that may be imposed for a violation of the Code of Official Conduct of the Council of the District of Columbia.

·         The stated purpose of the “Prohibition on Government Employee Engagement in Political Activity Amendment Act of 2013” is to amend the Prohibition on Government Employee Engagement in Political Activity Act of 2010 to add definitions, clarify that the Board of Ethics and Government Accountability shall enforce its provisions, to address non-District elections, and to provide enforcement of the act through the Code of Conduct.

·         The stated purpose of the “Funeral and Memorial Service Leave Amendment Act of 2013” is to amend the District of Columbia Municipal Regulations and the District of Columbia Government Comprehensive Merit Personnel Act of 1978 to permit government employees to take three days of leave without loss of pay to make arrangements for, or attend the funeral or memorial service of, an immediate relative.

·         Finally, the stated purpose the “Office of Employee Appeals Vera Abbott Confirmation Resolution of 2012” is to confirm the reappointment of Vera Abbott to the Office of Employee Appeals.

The Committee invites the public to testify or to submit written testimony, which will be made a part of the official record. Anyone wishing to testify at the hearing should contact Mr. Ronan Gulstone, Committee Director at (202) 724-8028, or via e-mail at rgulstone@dccouncil.us, and provide their name, address, telephone number, organizational affiliation and title (if any) by close of business Wednesday July, 3 2013.  Representatives of organizations will be allowed a maximum of five (5) minutes for oral presentation and individuals will be allowed a maximum of three (3) minutes for oral presentation. Fireworks Safety

Whether you're celebrating Independence Day or the New Year, a backyard barbecue or other family occasion, it is important to understand the laws regulating fireworks use in the District of Columbia . Use the chart below to become familiar with the fireworks that are permitted and prohibited in DC.

Prohibited

Article 27, DC Register, F-2700.1.1: The manufacture, storage, display, sale, setting off, or discharge of any firework listed below is prohibited in the District of Columbia .

• Firecrackers of any kind or description
• Any firework that explodes, such as cherry bombs, salutes, Roman candles, floral shells, artillery shells
• Any firework intended to move after the piece is placed and fired; such as bottle rockets, parachutes, buzzbombs, pinwheels, helicopters, jumping jacks
• Sparklers more than 20 inches (50mm) in length
• Any firework that contains mercury, arsenic, tetryl, phosporous, sulphocyanide, magnesium, potassium picrate, gallic acid, chlorate of potash and sugar, or any highly oxidizing agent
• Any firework having a side fuse, or a fuse inserted at any point along the length of the firework
• Any firework found by the code official to be dangerous to the safety of persons or property
   

Permitted 

Article 27, District of Columbia Register, F-2700.1.2): The fireworks listed below are permitted to be stored, displayed, sold, delivered, used, and possessed in accordance with the provisions of this article.

• Any firework specifically excepted in this article
• Toy paper caps containing not more than twenty-five hundredths (0.25) of a grain of explosive composition per cap
• Sparklers not more than 20 inches (50mm) in length
• Torches, cones
• Box fires, fountains
• Dip-sticks, non-poisonous snakes
• Paper novelty items, colored lights

first review of Bloomingdale resident Tarpley Long's Dark House play (in the Capital Fringe Festival); play includes a scene at the McMillan sand filtration sIte

Last Friday night was Capital Fringe Preview and Dark House was invited to perform a 4" piece from the show.  It was well received by at least one reviewer as you can see from this forwarded link to the review.  There is a scene in the show that takes place in McMillan Sand Filtration Site.  The protagonist of the play, Thomas Sutpen is a greedy, ruthless, racist, sexist, ageist land developer but he has one redeeming  quality: he loves the beauty of Washington, DC, and wants to return the site to McMillan Park
