"Walk the Beat" with PSA 501 -- meet at 1st & W Street NW -- Saturday, 03-04-2017

This Saturday, March 4, 2017, officers of the Metropolitan Police Department’s 5th District invite you “Walk the Beat” with them in PSA 501.  Meet at 1st/W Streets NW at 10 am to join in!

Let us know you are coming by clicking here.

The goal of this initiative is to familiarize community members with officers in their neighborhood and discuss tips and strategies to help prevent crimes in their community.  During this short several block walk, officers will discuss important items to prevent future crimes and ways residents can better ensure their community’s safety.  Dogs and strollers are welcome on the walk.  After a brief talk, we’ll head out and walk 4-5 blocks.  The walk will take less than an hour and will be educational, plus a great opportunity to meet some officers

Residential Mechanical Street Sweeping Starts March 1
Parking Enforcement Of Street Sweeping Violations To Begin

Tomorrow, March 1, the Department of Public Works (DPW) will begin residential mechanical street sweeping.  The District’s residential street sweeping program is an important tool used to keep the streets clean.  Motorists are asked to obey parking signs posted with the days of the weeks and hours of the day when parking restrictions will be enforced.  To remind motorists of the restrictions, DPW will issue warnings between Wednesday, March 1 and Friday, March 10, 2017 to vehicles parked during the sweeping periods.  After March 10, parked vehicles may be towed where parking is prohibited to allow the sweepers access to the curb lane.  DPW would like to thank motorists in advance for keeping the curb lanes clear for street sweeping.  Last year, with your help, we were able to collect 2,000 tons of litter and pollutants from District streets.  We look forward to working together again for a successful street sweeping season.

Gentle Reminder:  Bloomindale's Historic Character Retention - Time to Vote

As I last reported to you last month in January, the Bloomingdale Historic Preservation Committee (BCAHPC) has concluded its year and one half long study, with its cornerstone firmly rooted in community involvement and feedback, on preserving Bloomingdale's historical character.  As a result of this study, the BCA recommends proposing special zoning for Bloomingdale as a means of retaining its historical character. 

During this February BCA monthly meeting, the vote ballot and next steps will be presented to Bloomingdale residents in attendance.  Additionally, the definitions of the proposed Bloomingdale Special zoning, R-4 zoning (coupled w/current updated zoning) and historic district will accompany the vote ballot.

Attached are the handouts, vote ballot/cover letter/definitions, that will be handed out tomorrow at the Civic Association Meeting and voted upon.

I hope this email finds you well. My name is Deanna Santoro and I am also a member of the ANC5E community. I have been speaking with Commissioner Holliday about an organization with which I work with, and she suggested I email you about sharing our information with the Bloomingdale listserv in light of recent concerns in Bloomingdale about the MPD. Attached is a flyer about The Movement DC you can share with the Bloomingdale community. In sum, The Movement is a nonpartisan, grassroots organization that advocates for civic engagement in local government. 

We are currently working on a campaign to advocate for a DC Police Chief who reflects DC's values. On Thursday, Mayor Bowser nominated Interim Police Chief Newsham for the position of Police Chief. The nomination of a Police Chief must be confirmed by the DC council, so local engagement on his confirmation is important for our communities. Personally, I do not believe that Interim Police Chief Newsham has a history of the nonviolent treatment of protesters and am concerned about his confirmation (see link below for details). The Movement DC plans to advocate that the DC City Council vote against his confirmation. Would you be interested in joining our cause?

The new Health and Recreation Committee for the Bloomingdale Civic Association will have its second meeting on March 6th at 6:30pm at Big Bear Cafe. 

At this meeting, we'll agree on a name, vision, and mission statement for the Committee. Executive Committee roles will also be assigned, including Secretary, Bloomingdale Business Ambassador, Communications Director, Marketing Director, DC Government Relations Director, Youth Outreach Manager, and Senior Outreach Manager. Finally, we'll begin to create an activities calendar and begin planning our neighborhood outreach. 

Please let Charlie Cummings know if you're interested in any of the Executive Committee roles, or if you want to help out with the committee but cannot attend this meeting.

In response to the remand of this proceeding by the District of Columbia Court of Appeals in its opinion Friends of McMillan Park v. District of Columbia Zoning Commission (Nos. 15-AA0493, 15-AA-0525, 15-AA-0536, 15-AA-0572 and 15-AA-1008) (“the Appeal”), issued on December 8, 2016, the Mayor’s Agent Hearing Officer hereby gives notice of an additional public hearing to be held on March 10, 2017 at 10:00 a.m., at 1100 4th Street SW, Room 650, the scope of which will be limited to following issues:

1)  Do the proposed project’s historic preservation benefits taken as a whole outweigh its historic preservation harms? Slip op. at 28.  In addressing this question, the applicants are requested to provide legal analysis as to how such an inquiry should be conducted consistent with the Historic Landmark and Historic District Protection Act, D.C. Code §§ 6-1102 (10), 1101 (b), 1104 (e), and 1106 (e). 

2)  What are the specific architecture, land planning, and\or community benefits that individually or collectively make this a project of special merit within the meaning of D.C. Code § 61102(11)? 

3)  Is the proposed demolition and subdivision necessary to obtain the special merit benefits identified?  Could an economically viable mixed-use development meeting the goals of the comprehensive plan be constructed on the site with less demolition and no subdivision?

4)  Are there reasonable alternatives that would achieve the same special merit benefits that would avoid or reduce the need demolition or subdivision
?

                                                                  
The parties in this remand proceeding are the Applicants and the petitioners in the Appeal, namely Friends of McMillan Park, McMillan Coalition for Sustainable Agriculture, and DC for Reasonable Development.  The Applicants have the burden of proof as to all issues.  All parties may present testimony and evidence supplementary to the existing record and legal argument and in doing so are enjoined to coordinate presentations and remain within the scope of the additional hearing as stated above.
