Thanks for the update, DC Water!
so @dcwater: Is this barbed wire chain link cage at 1st St NW & Thomas St NW permanent? Neighbors have been asking me. #BloomingdaleDC pic.twitter.com/BaU67tr2U5— Scott Roberts (@ScottRobertsDC) June 12, 2017
Not permanent, permanent, but will be there for a few years until the NE boundary tunnel is finished. #BloomingdaleDC— DC Water (@dcwater) June 12, 2017
That is where the pumping station is located, to pump flow out of the 1st St Tunnel and into the existing sewers. #BloomingdaleDC (2/?)— DC Water (@dcwater) June 12, 2017
When the NEBT is in service, the pumping station will no longer be needed and will be removed. #BloomingdaleDC (3/3)— DC Water (@dcwater) June 12, 2017

The barbed wire and steel mesh fencing look abhorrent and are nothing but reminiscent of a penitentiary institution -- all the worse for Bloomingdale, since it is located in a key business and tourist area of the intersection of RI and First. This should be torn down and rebuilt on a smaller and more tasteful scale, with a red brick wall or the like. It's not like there's much by way of loose items to be stolen or damaged anyway.
