Local Leaders Blast D.C. Request for Demolition Proposals for McMillan Park as Irresponsible

Amidst a Court Case and Protests from D.C. Residents, Community Asks,
“Why is the Mayor’s Office rushing it through now?”



Washington, D.C. – This week, the D.C. Department of General Services issued a Request for Proposals (RFP) for general contractors to submit bids for the demolition and infrastructure development of the historic McMillan Park. However, this casting call for contractors comes in the midst of a continuing legal battle to halt the shady “sole source” bid that even D.C. Auditor Kathleen Patterson said should be competitively re-bid.



“It is illogical and fiscally irresponsible to spend an exorbitant amount of taxpayer money on a project without proper legal clearance,” said Kirby Vining, a Director of the Friends of McMillan Park. “The selection and bidding processes included in an RFP should not be considered while the court has yet to hand a decision down. If the court rules that the Mayor’s Office has violated its own laws and regulations in permitting demolition of a significant portion of the site and subdividing this historic site, then the time and money wasted on the issuance of this RFP will be considerable. “




A number of issues concerning the project, and whether it will come to fruition, remain before the court, after the Friends of McMillan Park filed a lawsuit against the City challenging its disregard for the recommendations of the Comprehensive Plan and the historic designation of the site. The McMillan Sand Filtration Site is part of the larger McMillan Park Reservoir Historic District, listed on the National Register of Historic Places and the D.C. Inventory of Historic Sites.



“The city is investing $84 million of public funds into what is essentially a private development project, the majority of which is medical office buildings and market-rate housing,” said Mr. Vining. “Legally, the developer is required to provide a significant public benefit in order to justify destroying a historic landmark.  Essentially, this is the biggest developer give-away in the history of the city.”




The project would permit the demolition of 80-90% of the 25-acre, D.C.-owned portion of McMillan Park in order to carve up the land for massive commercial use. The historic landmark, at Michigan Ave. and North Capitol St., NW, includes irreplaceable features such as underground vaults and the surface landscaping designed by Frederick Law Olmsted, Jr.




Aside from unique historic preservation concerns, the issuance of the RFP is inappropriate at a time when the project remains tied up in a continuing court case. The Mayor’s Office refuses to state why it is taking this premature action.



“From the very beginning, Vision McMillan and the District government have tried to create the impression that this project is a done deal, that resistance is futile, and that the train has left the station. But that self-serving story is wrong,” says Philip Blair Jr., a resident of Ward 5 and a long-time opponent of the project. “A court is currently reviewing a serious challenge to the fundamentals of the project. The court could nullify the current project on a number of grounds. The RFP for demolition proposals is an especially irresponsible part of this ‘done-deal’ argument. It is, moreover, an abuse of the taxpayers, the residents, and even of the possible bidders themselves.”

Narcotic Enforcement Unit Arrests:
·         On Wednesday, August 24, 2016, members conducted an operation in the 200 block of V Street, Northwest. CCN: 16-142-374. The following persons were arrested:
o   21-year-old Bryan Wilson, of Northwest, DC, for Distribution of Crack Cocaine and Possession With Intent to Distribute Heroin.
o   43-year-old Kyrronita Cooper, of Southeast, DC, for Distribution of Crack Cocaine.

·         On Tuesday, August 30, 2016, members conducted an operation at 3rd and Q Streets, Northwest. CCN: 16-146-367. The following persons were arrested:

o   60-year-old Peter McElhaney, of Northwest, DC, for Distribution of Heroin and Possession With Intent to Distribute Heroin.

o   66-year-old Jimmy Ford, of No Fixed Address, for Distribution of Heroin.

PSA 501 Officers will continue to deploy in the PSA on foot, mountain bike, and patrol vehicles.  The Officers proactively patrol all areas of the PSA in addition to handling 911 calls for service.  Additionally, PSA Officers are placed on special beats determined by crime trends in the area.  There is a lot of planning and coordination that goes into deploying officers in the PSA between 3 different shifts, as each shift has different crime trends. 

In the future, if you witness a crime, please call 911 and provide the information to include a lookout of the individual(s), so Officers can be dispatched to the area.  You can remain anonymous when calling.

DC Water is diligently working towards making the First Street Tunnel operational by late September 2016.  Construction is behind schedule due to the excavation of the frozen ground taking longer than anticipated and delays in the delivery of some key custom fabricated equipment. Major remaining work includes the testing of the system, demolition of temporary works and street restoration. We apologize for the delay and appreciate your patience as we move to project completion.

Updates at Construction Staging Areas (CSAs)

 Channing Street CSA:  Finalizing construction of the shaft cover and ventilation control vault, backfilling and landscaping.

Adams Street CSA: Installing surface access on the shaft cover, demolition of temporary works, backfilling and site restoration is ongoing. Adams Street NW and Flagler Place NW are expected to reopen at the end of October 2016. The CSA on Flagler Place has been reduced, the street partially repaved and most of the sidewalk restored.

V Street CSA: Finalizing construction of the shaft cover, demolition of temporary works, utility relocations, backfilling and site restoration is ongoing. First Street NW is anticipated to open in mid-October 2016 and V Street NW by the end of October 2016.

Pumping Station CSA: Testing of the Pumping Station is underway, construction of permanent power, utility connections and site restoration ongoing. Thomas Street NW is anticipated to reopen at the end of September 2016.

A Virginia developer planned to turn the six properties into luxury housing and sell them for top dollar. Instead, the D.C. government has taken the six homes in some of the city's hottest neighborhoods — and plans to use them for affordable housing.
 
Late last month, D.C. Attorney General Karl Racine claimed eminent domain and took six rowhomes owned by Virginia developer Insun Hofgard, who earlier this summer agreed to pay $1.3 million in restitution to buyers of close to two-dozen of her renovated properties — many of which were marked by shoddy work and violations of the city's construction code.
        
The homes — in Bloomingdale, Petworth, Columbia Heights, and Edgewood — will be handed over to the D.C. Department of Housing and Community Development, which says it plans to convert them to affordable housing for low-income residents.

Ward 5 Councilmember McDuffie responds to Eckington resident Tim Bennett's concerns about North Capitol Street traffic

Thank you again for the drive through on North Capitol Street a few weeks ago.  As a follow up to our discussion and meeting, please see next steps below:

We  have reached out to DDOT to see if we can get some short term solutions that will help eliminate some of the confusion that comes from the North Capitol/Florida Ave intersection.

a.   Placement of a neon “no left turn sign” for vehicles traveling south on North Capitol Street so that it is clear that you cannot access Florida Ave NE from that intersection. 

b.   Proper early signage to let drivers know that to access Florida Avenue NE when driving south on North Capitol, they should make the left turn at the next intersection at P Street NE.   


2)    The Councilmember has asked that DDOT take a look at the timing of the lights at North Capitol and New York Avenue.  The ramp leading from off of North Capitol onto New York Avenue is almost always congested, especially during rush hour.  It is usually backed up due to the vehicle backup from the cars along New York Avenue waiting to turn onto 395.  Then the problem is even greater exacerbated by the pedestrians crossing that intersection.

3)    Additionally, DDOT, other agencies and even third party consultants have conducted studies about the traffic conditions and improvements necessary for the North Capitol Street, New York Avenue, Florida Avenue areas.  This includes studies that were a part of the Mid City East plan as well as studies conducted through NOMA Bid.  Councilmember McDuffie will continue looking into these recommendations to advocate for funding and implementation.

We I will update you as soon as we hear back from DDOT and let you know the steps and timing they decide to take.

As you are aware there have been several robberies over the last couple of days in PSA 501.  Prior to the two robberies in the early hours of Saturday morning, additional Fifth District resources were deployed to other areas of the Fifth District due to the crime patterns.  After the robberies occurred, units were deployed in the PSA 501 area to include the Crime Suppression Team, mountain bike units, and special beat patrols.  The Fifth District will continue to deploy units in the area as needed. 

In reference to little being done to stop drug usage, loitering, and drinking, that is not the case.  PSA 501 Officers continue to actively patrol the PSA and take necessary enforcement action.  For instance, an operation was conducted tonight in the area of 3rd and Q Street, Northwest, which resulted in two arrests for distribution of heroin. 

Recent PSA 501 Robbery Arrests: 

  • On Thursday, August 25, 2016, 28-year-old Vincent Cherry, of District Heights, MD, and 37-year-old Demetrius Hunter, of Northeast, DC, were arrested for a Robbery (Force and Violence) offense which occurred in the unit block of Bates Street, Northwest.  CCN: 16-139-659
  • On Saturday, August 20, 2016, a juvenile male of Northeast, DC, a juvenile male of Northwest, DC, and a juvenile male of Temple Hills, Maryland, were arrest for an Attempt Robbery offense, which occurred in the 100 block of U Street, Northwest.  CCN: 16-139-601

As I am sure each of you are aware, Friday and Saturday were quite eventful in Bloomingdale and I see two additional "incidents" that were not part of the initial flurry of emails about the robberies at 1st and S and the robbery near Kochix (3rd and Florida) on Friday evening. Information about both of these incidents were shared on the 5d listserve and also on NextDoor. 

I must admit I am growing more and more weary of going outside anytime after dark...we have witnessed numerous armed robberies in Bloomingdale, LeDroit and Shaw without any visible increase in the amount of patrols in and around PSA 501 (and the bordering PSAs) - focusing specifically on the three gas stations at RI and Fla Avenues, NW. Any person who walks around this area at any time of the day or night can plainly see increased loitering, drug use and drinking happening with little being done...

What is the plan? What are the proactive measures that you propose to deal with this uptick in crime? Would very much like to hear what steps will be taken to deal with this nonsense.

[  3  ] Attempted armed mugging on the unit block of Randolph Place NW last night

My niece just endured an attempted armed mugging in front of our house while she was looking for her keys.  There were two assailants.  One of them pulled out something that looked like a gun.  He was skinny, about  5'8" with short dreads, wearing black Bermuda shorts and a black shirt.  Her screaming fortunately scared them off. 

Police arrived within a few minutes.  We reported the incident, but want to just raise awareness
