Subject: McDuffIe's Ward 5 FY 21 Budget Priorities sent to Mayor

------------------------------------------
 On 2/26/20, our Ward 5 Councilman, Kenyon McDuffie, forwarded a  letter to the Mayor that outlined his recommended FY21 budget priorities for Ward 5.  Several of those recommended priorities will specifically address needs of  the Bloomingdale neighborhood.  Such priorities include the following;
  • Support of small and minority business creation, retention, and growth by providing significant investment to support long-term resident-owned businesses, grants to start ups under 5 years in operation, and expansion of financial assistance to the Small Business Retailers Tax Credit.
  • Mitigation of financial challenges faced by small businesses due to construction of the Northeast Boundary Tunnel (NEBT) project by (including Rhode Island NW and 3rd St. NW through significant additional investment to affected small businesses
  • Provide continued investment in pedestrian -friendly [street] designs and sidewalk improvements throughout Ward 5.
  •  Support investment of $40 million dollars to create "The New North Capitol Street" by decking-over North Capitol St. between V Street and Seaton Place to create a greenway park and advance "connectivity, public realm, and neighborhood character improvements..."
  •  Approval and funding of introduced legislation ("Bloomingdale Historic District Targeted Historic District Preservation Assistance Act of 2020") that would enable Bloomingdale homeowners to receive grants to assist with the repair/rehabilitation of a homes located in the Bloomingdale Historic District.
Other items addressed in McDuffie's Ward 5 FY21 budget recommendation letter include public safety, educational,  affordable housing, small business & economic development,  transportation & infrastructure improvements, environmental, open spaces/recreation, and health & human services.  The letter also addresses the impeprative to fund certain legislation that has been enacted but unfunded,  as well as introduced but not as yet approved legislation.

The full text of McDuffie's FY21 Ward 5 Budget Recommendations Letter is available at:

THANKS to all who took the time to fill-out the Councilman's  FY21 Budget Survey, or send an email or letter ,or chatted with him regarding the what & why of Bloomingdale's needs.  You were heard!  Civic engagement makes a difference.

So now -- we all need to send a BRIEF email to the Mayor (muriel.bowser@dc.gov) to let her know (as a resident of Bloomingdale) of your support for Councilman McDuffie's FY21 Budget Recommendations -- especially those related to Bloomingdale!

Hello Bloomingdale!

It's time to start planning for our neighborhood's BIGGEST EVENT--the Crispus Attucks Park Community Day 2020 (save the date: Saturday, May 16th)!

As you know, Crispus Attucks Park is not a DC Park and gets no funding or help from the city at all, so we rely on YOU to volunteer to keep our neighborhood gem going. We need lots of volunteer help to prep for the big day and on the day itself, so please join the CADC Board at our planning meeting to put your name down.

Where: 2015 1st Street NW
When: 7:00 pm
What: Community Day planning meeting. Below are just a few of the volunteer positions we will discuss at the meeting:

Signature Committee--> Permission from DCRA requires signatures!
Signage, Marketing, Promotions--> Any graphic designers in the neighborhood??
Taste of Bloomingdale--> Neighborhood restaurants sign up to donate food for the big event! YUM!!!
Sponsors--> Neighborhood (and greater) businesses donate funds for the Community Day event and to keep the Park running :)
CADC Table--> Don't have time to hold a yard sale? We'll do it for you! Bring us your stuff and we'll sell it for a good cause (the Park!)
Yard Sale Vendors--> Want to sell your yard sale items at the biggest event in the neighborhood? Buy a spot and sell on Community Day!
Other Activities--> Remember the Dog Show? Face painting? Kid's games? Yoga? So much fun! Put your name down to help organize!
Band--> Gotta have music :)

Dear Friends of Crispus Attucks Park,

Are you willing to be interviewed for a research study about the potential benefits of green space?  The research is in benefit of Nature Sacred, the foundation that gave CADC the grant that made it possible to build the Memory Garden and other park amenities.  They’re looking to talk to anyone in the community who uses and enjoys Crispus Attucks Park.  It doesn’t matter if you’ve only recently discovered the park.

Interviews by phone are welcome and appreciated, but they’re also hoping to do a few of them in person. Either way it shouldn’t take long, maybe 30 minutes.

If you’re interested, let me know (jacorea@gmail.comand I’ll share your email address (or phone number if you prefer) with the researcher, Francesca Richardson. This is a great way for the community to give back to an organization that has done so much for the park. Hope to hear from some of you soon!

Thank you!

John Corea

Committee of 100 on the Federal City Planning Town Hall on Retaining Neighborhood Character in a Time of Rapid Development -- Tuesday, 05-05-2020

See this event announcement:

Bloomingdale Civic Association votes to support letter to DDOT to “immediately implement the 45 study recommendations” in NoMa BID’s 2019 North Capitol Street Needs Assessment study -- recommendations that are specific to Bloomingdale

At the Monday, 02/24/20202, Bloomingdale Civic Association meeting, Eckington’s Nick Sementelli reviewed recent pedestrian deaths along North Capitol Street and presented his interest in obtaining the Bloomingdale Civic Association’s support for a letter written to DDOT asking them to implement the NoMa BID’s North Capitol Street Needs Assessment study from 2019.

Here is the link to the NoMa BID North Capitol Street Needs Assessment Study: https://t.co/tpMMNPifF3?amp=1

Here is the link to the letter soliciting support for, with all the signers to date:

Specifically, the letter asked DDOT to immediately implement the 45 study recommendations that were listed as projected to take less than one year to be implemented, and for the agency to jumpstart the process for the medium and longer term recommendations, projected to take greater than one year to be implemented. He noted that most neighborhood civic associations and ANCs have voted to support.

Ms. Quinn described to possible options for the BCA to support the letter requesting DDOT action on the North Capitol Street Needs Assessment: either support of the entire letter or only support the actions that are specific to Bloomingdale.

A motion was made and seconded to support the letter requesting that DDOT implement the short-term items that are Bloomingdale-specific.  A friendly amendment was offered to ask DDOT to perform a comprehensive north-south North Capitol Street traffic study; the friendly amendment was not accepted.

A statement will be added to the letter that indicates that the BCA only supports the short-term items that relate to Bloomingdale.

The motion passed 7 to 4.

Below is the part of the first page of this letter to DDOT to whet your appetite.
