decibel levels at Flagler/Adams CSA‏

Hello Alicia,

We agree that the secant pile installation (begun on 2/5)  creates noise and vibration levels that can (if not managed correctly) have the potential to create a nuisance.

Here is the most up to date information we have for the Adams and Flagler CSA.

2/5/15    63 to 77 dBA

2/6/15    47-76 dBA

2/9/15    67-76 dBA

2/10/15  48-75 dBA

No exceedances (80 dBA or above) have been recorded.

However, we will continue to monitor noise and vibration at the site.  We do appreciate it when residents call the Hotline regarding construction related issues, it keeps us all honest.

DC Water appears unwilling to handle this in a systemic way, instead requiring each individual to report when it's "loud."  It's "loud."  I don't understand why you won't disclose the actual decibel levels being reported at Flagler/Adams.  It seems like you have something to hide.  Are the limits being exceeded?

Thank you for contacting DC Water.

DC Water and SKJD have established a process to systematically deal with noise and vibration concerns.

If a resident has a concern about noise/and or vibration they are encourage to call the 24/7 FST Hotline (844) FST-INFO /(844) 378-4636 ASAP.

The Hotline call is logged in and a chain of notification follows. This ensures that the complaint reaches the appropriate staff in time to monitor, measure and observe the nuisance noise source. If the project’s allowable limits are exceeded during the response monitoring event, the work creating the nuisance is halted until corrective action has taken place. 

So, for example if your email last night at 6:33pm was related to the noise or vibration you were experiencing at that moment, the above noise and vibration monitoring protocol would take place.  

As to the Noise and Vibration Reports posted to web. We agreed to post the reports as a public service to the community in an effort to be transparent. DC Water posts the reports once they have been formally submitted by SKJD and fully reviewed by DC Water Clean Rivers. We have been posting the reports in two month increments.  November and December should be up on the site in the next couple of weeks.

I am copying members of the project team so they are aware of your concern.

Could you report the decibel levels being recorded at Flagler/Adams?  I would like to see the full data in a timely manner.  There's no data since October on the website.
