"spraypainted lines on the south end of the 2000 block of Flagler Pl NW -- what's up?"

Dozens of spraypainted markings recently appeared on the south end of the 2000 block of Flagler Place NW (including the sidewalk in front of our home). Might you or anyone on the listserv know what DC Water or Pepco are planning here? I've had someone tell me that our block was scheduled to be torn up as part of the work that's going on; I thought the person was misinformed, but this has me wondering.

Perhaps this will explain the markings:

As part of our ongoing effort to improve reliability for our Bloomingdale customers, we are using smart meter technology to identify equipment that needs to be upgraded. We will be installing new higher capacity transformers in the following areas:

Flagler Place and V Street, NW
Electric service will be interrupted for a small number of customers on Monday, Aug. 12, from 12 a.m. until 6 a.m.
