"Why doesn't DCRA require a letter from adjoining neighbors when a pop-up is planned?"

See this tweet:

When adding a roof deck, I had to get a letter from my neighbor supporting the permit. How not a requirement for pop ups?

perhaps DCRA is really inconsistent and it all depends who reviews the application....not a good system, in any case

Developers have their go to application reviewers that will check off whatever they need with a wink and a smile. I've also noticed that among 5 application reviewers in the same office they'll have 8 interpretations of the same regulation. Combine that sort of culture with the third party inspection process and you have DCRA.
