See this 10-16-2020 message from Bloomingdale Civic Association (BCA) President Teri Janine Quinn:

Please find attached, the proposed draft Memorandum of Agreement (MOA) with DDOT related to the maintenance and installation of planters and street art on 1st Street NW. 

As directed by the BCA membership, the BCA working group reviewed the MOA proposed by DDOT and agreed to suggest amendments to the draft MOA to DDOT. 

DDOT accepted those amendments and the BCA working group plans to propose that the membership adopt this agreement.
