CM Orange's emergency (and altered) legislation passes - to ask DC Office of Zoning to act immediately on proposed R-4 pop-up zoning regulations

Does anyone know whether this means that there is currently a moratorium in place? No one on my block of W Street seems to know and several houses have recently sold to developers. Also, can anyone put me in touch with whoever is making the StopthePop signs? The organization only appears to exist on facebook, which I'm not on.
