"filtration and reservoir plant" that is the "center of a park setting" is not the same as calling it McMillian Park. Instead, it shows today's identity issue started a long time ago.
There is only an "identity issue" if you do not know the history - the article is referencing the spectacular development of the area in the early 1900s, when at the time the "Filtration and Reservoir Plant" were built and a public park was planned for the land on top of the filtration plant and around the reservoir. This fact greatly influenced the developers and accentuated property speculation in the area. I am happy to share more of this history with you...
