clarification on the McMillan property surplussing process

Hello Ms. Barnes and Mr. Roberts,
         
I hope all is well.  I was writing because I had someone inquire about what a surplus hearing is really.  I apologize that the notice was not very clear and hope that these quick questions and responses might help clarify the matter. 
   
What does it mean to surplus property?
When the Mayor intends to dispose of District owned property for redevelopment, the property must first be declared surplus by Council.  Declaring a property surplus means that it is  no longer required for a public purpose.  In order for the property to be declared surplus by Council, the Mayor must first submit legislation for Council review and approval, per D.C. Official Code §10-801.
       
Why do we have a surplus meeting and what does that mean?
The surplus meeting is held in order to receive feedback from the community on the District’s finding that the property is no longer required for public purposes.  The community’s comments at the surplus meeting are submitted to Council with the surplus legislation described above. 
           
What about other public meetings about the proposed plans for the project?
The public surplus meeting, which is required by Section 10-801(a-1)(4) of the D.C. Official Code, does not preclude other public meetings about the redevelopment from being held going forward.  DMPED will continue to hold public meetings, as appropriate, to receive feedback about the redevelopment plans for the project.

McMillan Surplus Hearing - I emailed Mr. Newaldass to ask if we needed to sign up in advance to testify - his answer:

No, there is no need to sign up prior to the event. I will create an agenda and distribute prior to the meeting so that folks can get a better sense of what to expect. Thanks much.

Since then, a neighbor has asked how to submit written testimony. I will share that info when I find out.
