Northeast Boundary Tunnel Construction Brings Lane Closures to Florida Avenue

and 3^rd Street Beginning March 10

                                                                                                 

(Washington, DC) – DC Water is performing construction activities on Florida Avenue, NW and 3^rd Street, NW as part of the Northeast Boundary Tunnel (NEBT) portion of the Clean Rivers Project.

       

Beginning Monday, March 10, 2014 through Friday, March 28, 2014, weather permitting, crews will perform field investigation and survey work to assess the NEBT alignment.  In preparation for the tunnel construction, DC Water will be conducting drilling and sampling of borings, and installing groundwater monitoring and sampling wells. Normal work hours will be from 7:00am to 7:00pm, Monday through Friday.

      

There will be lane closures on Florida Avenue and 3^rd Street throughout this phase of the work. Closures will occur in one westbound lane on Florida Avenue at 4^th Street, and also in one southbound lane on 3^rd Street at Florida Avenue. All lane closures will be 24 hours.

   

Other Important Information:

§  Traffic signs have been set up throughout the area to alert motorists to the upcoming traffic changes.

• Some traffic delays within the vicinity of the work zones are anticipated.
• Parking will be restricted within the work zone.  Accordingly, “No Parking” signs will be posted 72 hours prior to the work, as required by the District Department of Transportation.
• Noise levels will be closely monitored during construction.

     

Project Details

DC Water is implementing the Clean Rivers Project which comprises a system of tunnels and diversion sewers for the capture of combined sewer overflows (CSOs) to Rock Creek and the Anacostia and Potomac rivers for treatment at DC Water’s Blue Plains Advanced Wastewater Treatment Plant.  The entire project will reduce CSOs annually by 96 percent throughout the system and by 98 percent for the Anacostia River alone.

DPW Street Sweeping Begins Mon., 3/10

Tickets Are $45. 

The Department of Public Works today announced its decision to postpone the start of the 2014 residential street sweeping season to Monday, March 10, due to a heavy snow storm predicted for Monday, March 3.  The employees who drive the sweepers are the same employees who drive snow plows and until the streets are clear of snow, the sweepers will be ineffective.

“In the District, the start of the street sweeping program is as much a harbinger of spring as jelly beans and crocuses,” said DPW Director William O. Howland, Jr.  “We are disappointed that winter snow is forcing us to delay cleaning those streets that haven’t seen a sweeper since October 31.”

Director Howland suggested motorists use this extra week to familiarize themselves with the signs that designate which streets have restricted parking during sweeping hours.  Signs are posted that identify the days of the week and hours of the day when parking restrictions will be enforced so the sweepers can clean the streets effectively.  Parking enforcement of residential sweeping violations will begin Monday, March 10. 

“The residential street sweeping program is among our most successful operations to keep DC streets clean,” said Director Howland.  “We have expanded it over the years to accommodate more and more residents willing to move their cars to allow the sweepers access to the curb lane where debris and pollutants collect.”

Mr. Howland noted DPW established March 1 through October 31 in 2012 as residential street sweeping season and this information appears on the signs where the program is in effect.  He asked motorists to obey the times parking is restricted.  “A supervisor follows behind the sweeper and may require the block to be swept again, so don’t park until the end of the posted sweeping period,” he said.  Beginning March 10, parked cars also may be towed to allow the sweepers access to the curbside. Generally, parking is prohibited for two hours while sweeping is underway.

DPW street sweepers cover about 4,000 lane miles monthly, removing litter and pollutants by brushing them onto a conveyor system, which transports the material into a debris hopper. The sweeper also emits a fine spray of water to help control dust.  In addition to sweeping residential streets during spring, summer and fall, DPW also sweeps commercial streets overnight year-round, and parking restrictions also apply.

McMillan Construction Brings Traffic Impacts to First Street

Updated Closure Information for Week of March 10

             

(Washington, DC) – DC Water is performing construction activities on First Street, NW as part of the McMillan Stormwater Storage Project.

                       

First Street between Channing Street NW and Michigan Avenue NW will remain closed to both northbound/southbound traffic through March 2014. It is advised that North Capitol Street be used as an alternative route for travel on First Street.

Important Information:

• During the First Street closure, dump trucks leaving the work site will need to follow a modified hauling route to include travel southbound on First Street, turning eastbound on Bryant Street and proceeding southbound on North Capitol Street.

          

• Construction operations for all partial road closures will be from 7:00am to 7:00pm, Monday through Friday; construction operations for all full road closures will be 24 hours, Monday through Saturday.

           

• Temporary traffic signs will be set up throughout the area to alert motorists to the upcoming traffic changes.

                

• Some traffic delays within the vicinity of the work zones are anticipated.

               

• Sidewalk detours will also be implemented.

                                 

• Noise levels will be closely monitored during construction.

                          

Project Details

DC Water will construct two underground structures to divert stormwater into a temporary holding tank within the McMillan Sand Filtration Plant and existing trunk sewer.  The two diversion structures at North Capitol Street and First Street will work together with the retention basins along Irving Street to delay approximately 4.5 million gallons of stormwater from reaching the Bloomingdale and LeDroit Park neighborhoods during heavy rainfall events. 

                           

This is a two-phase project.  The first phase, completed in 2013, included removal of sand from two tanks.  The second phase of the project is currently underway, and includes work on North Capitol Street, First Street and Irving Street.

The McMillan Advisory Group and ANC 5E have asked the Bloomingdale Civic Association to provide a prioritized list of recommendations of items that should be included in the McMillan Benefit Agreement.  These benefits are viewed as a means for mitigating some of the  negative community impacts resulting from the development of  the McMillan Sand Filtration site, which as presently proposed would involve more than 2 million square feet of commercial, retail and residential development as well as a community center and a 4 - 5 acre park., and bring at least 3500 people into our community on a daily basis.

The Organization committee is the backbone of the Main Street program, and involves working with community and business stakeholders to build consensus on the path for the RIA Main Street, plus a tremendous amount of "behind the scenes" work to keep the whole Main Street program running smoothly.
