Greetings First Street Tunnel Stakeholder:

        

Over the coming weeks (beginning Saturday, March 14) Skanska Jay Dee (SKJD), the First Street Tunnel (FST) Project Contractor, will increase Saturday work efforts at each of the FST work sites/Construction Staging Areas (CSAs).   The added work activity has become necessary in order to make up for time lost during various unforeseen delays in the project construction schedule (i.e., utility relocations and extreme weather conditions). However, Saturday work will begin at 9: 00 am rather than 7:00 am.

        

Different tasks will be undertaken at each CSA. All Saturday work will be done between 9:00 am and 5:00 pm and will occur as weather and the contractor’s schedule allows. Saturday work activity will include (but may not be limited to):

·         Construction of concrete collar around shaft and install freeze piping

·         Excavation of soils and form work set-up

·         Shaft work including welding, carpentry and rebar installation.

·         Adit (micro-tunneling) construction—most of these operations would be underground except for minor support/crane service from the surface

·         Utility relocation

       

It’s important to note that while some work has taken place on Saturdays since mid-December, the above listed activities will require a more consistent Saturday work schedule, including materials delivery (concrete, rebar etc.) The proposed actions may bring about a need to make adjustments in parking and alterations in fencing around certain CSAs.  However, this work will not impede access to homes nor violate established noise and vibration requirements.

Councilmembers Criticize Efforts to Neutralize McMillan Opponents

      

Chairman Phil Mendelson, joined by Councilmember Elissa Silverman, reacted strongly to testimony at a hearing on Friday about District money being paid to a public relations firm to discredit District residents who oppose the McMillan development plan. The actions by Baltimore-based Fontaine & Company, retained by Vision McMillan Partners (VMP), the District’s pick to develop the 25-acre McMillan Park and Sand Filtration Plant, include the goal of “discredit[ing] and neutralize[ing] the impact of [the] opposition,” as laid out expressly in scope-of-work documents that came to light through citizen FOIA requests.

This is “a bit of PR disaster… [there are some documents] that talk about embarrassing the community,” Chairman Mendelson said during the seven-hour oversight hearing on the performance of the Office of the Deputy Mayor for Planning and Economic Development.  At-large Councilmember Elissa Silverman said, “there are some very questionable things in these materials.”  

Who paid Fontaine was a recurring question at the hearing. A December 23, 2013, invoice for expenditures to Fontaine was signed by Aakash Thakkar for the developer, and approved by DMPED on 1/22/14.*  However at the Friday hearing, Mr. Thakkar stated that “no public funds were used to suppress community opposition … [the Fontaine contract] was, however, to give folks a safe and comfortable place on our dime, not on the government’s dime, to support the project.”

                                      

Referring to later documents suggesting the District was credited back for the Fontaine payment, Chairman Mendelson said: “It would be best to have all the information out, and if DMPED is in any way implicated, say so now [so] we don’t have to deal with why it was covered up.”

                               

In her testimony, McMillan activist Debbie Hanrahan alluded to the potential criminality of the deal. Chair Mendelson said he was “open to” holding a special hearing on McMillan if necessary.  

                                                                     

“VMP exists solely to manage the McMillan project, and is paid by DMPED”, says Andrea Rosen, a resident of Ward 2 and member of The Friends of McMillan Park. “However the money was shuffled around, the fact remains taxpayer money was used to discredit the legitimacy of District residents to comment on the disposition and development of their own public property.”

                                                                                                

Library Renaissance Project Director Robin Diener observed that, “one grace-note could be Brian Kenner’s assurance to Chair Mendelson, during an earlier hearing on his nomination to be the new head of DMPED, that things will be done differently on his watch, per instructions from Mayor Muriel Bowser.” Neighbors have repeatedly asked for an international design competition to adaptively reuse the landmarked 25 acres. “This would be a hugely exciting project to essentially create a central park for DC.”

This notice is a list of cases that have been filed by the application deadline for review by the HPRB.  Applications and plans for each case are a matter of public record and may be reviewed during business hours at the Historic Preservation Office.  The agenda of cases for the HPRB meeting(s) will be drawn from this notice.  However, some cases filed for consideration may not be included on the Board’s agenda for this month’s public meetings.  A case may be deferred at the request of the affected Advisory Neighborhood Commission, for insufficient information, if additional preparation is required, or at the discretion of the staff or HPRB.  Listing on this notice does not guarantee a hearing this month.

Dear Bloomingdale neighbors,

      

Please remember to keep your dogs on-leash in Crispus Attucks Park!  No dogs off-leash is one of our park rules.  In the last few weeks, I have received numerous complaints about off-leash dogs in the park.  
                       

Keeping all dogs on-leash is particularly critical right now, when new grass is taking root.  Off-leash dogs cause disproportionate damage to the grass, and will harm lawn growth through the summer.  No one wants to share a picnic in the mud.
                 

To the large majority of dog owners using Crispus Attucks Park who keep their dogs on leash, my thanks.  I don't intend this email to curtail your use of the park! I know that most people with dogs in the park are courteous, and your presence (and your dogs') adds to vibrant mix of Crispus Attucks Park.
                                  

If you would like your dog to run off leash, please consider going to the dog park in LeDroit Park.  

The Bloomingdale-LeDroit Dog Park Association administers that dog park, and they would love to see you there!

Ruben Castaneda here, author of S Street Rising, my book about covering the crime beat for The Washington Post during the crack era. The book is part memoir, but it is also a chronicle of the city during its most violent era. 

        

I'll be appearing at Showtime Lounge on Saturday, March 14, at 4 p.m. to read from the book, talk about what Bloomingdale used to be like (lots of drugs and murders) and answer questions. You are of course welcome, and I was hoping you could spread the word through your listserve.

        

The Washington Post named S Street Rising one fo 50 notable works of nonfiction published in 2014, and Brightest Young Things named it one of the best books of 2014.

The Bloomingdale Civic Association is recruiting block captains throughout the neighborhood to distribute flyers and rally neighbors to participate in the upcoming Bloomingdale Annual Spring Clean Up & Planting Day 2015 - scheduled for Saturday April 18th.

         

Please sign up and pitch in to beautify Bloomingdale and spruce up your block for Spring!  Come out - motivate and inspire your neighbors to clean up your street and back alley and plant tree boxes!  Free plants, shrubs and mulch will be available on a first-come first-serve basis. Garbage bags and gardening supplies will also be available the morning of the 18th.  Trash pick up will be coordinated through out the neighborhood around 1pm the day of the event and then all the block captains and organizers are invited to a pizza social at Bacio.

So join the community to beautify Bloomingdale, celebrate Earth Day 2015 and all together welcome in Spring - finally!
