Second Chances And Repeat Offenders: Challenges For The Agency Overseeing Probation And Parole In The District
The Court Services and Offender Supervision Agency
D.C.’s criminal justice system has struggled with repeat violent offenders, parole violators lost to the system and young offenders given too many chances under the Youth Act. Some point to the federal agency charged with overseeing parole and probation, the Courts Services and Offender Supervision Agency (CSOSA). We speak to the head of CSOSA about the challenges the agency faces.

We live in the Bloomingdale neighborhood and are friends of Tricia McCauley who was tragically raped and murdered on Christmas night. We have learned that the suspect in her case had been arrested 6 times in 2016 alone and had exhibited a clear pattern of increasingly violent behavior. His parents had been saying that he needed help, but to no avail. We do not disagree that individuals should not be given a second chance rather than prematurely locked up, BUT the problem appears to be that alternatives to incarceration are not being effectively implemented. Why was this criminal "suggested" to return for mental health evaluation and suggested to return to be fitted with a GPS device at a later date rather than actually being delivered to his mental health evaluation and fitted with the GPS device WHILE he was in custody??Individuals with a history such as this man should be held and delivered for mental evaluation and fitted while in custody, not released with the hope that they will return at a future date. This simple procedural lapse resulted in the tragic, brutal, and avoidable loss of a life of a dear friend. We want these procedural holes to be addressed so that this kind of senseless tragedy does not happen again.

A review from the Monday, 12-19-2016, Bloomingdale Civic Association meeting regarding the BCA Historic Preservation Committee:
A motion was made that the Bloomingdale Civic Association Historic Preservation Committee present a summary of key points at the Monday, 01-23-2017, BCA meeting -- and then a vote be taken at the Monday, 02-27-2017, BCA meeting on whether to seek neighborhood Historic District designation.
The BCA would decide in January who is able to vote at the February 2017 BCA meeting regarding Historic District designation.
A friendly amendment was made that a full report be given at the Monday, 01-23-2017, Bloomingdale Civic Association meeting -- instead of just a summary of key points. The motion passed unanimously.
There was a suggestion that a summary of the BCA Historic Preservation Committee’s report be placed on the website before the January 2017 BCA meeting.
two weeks from today: DC Zoning Commission closed meeting on VMP & DMPED McMillan remand
It will be a closed meeting, so we won't know what transpired.
Will whatever VMP and DMPED do or present at this closed Zoning Commission meeting ultimately satisfy the DC Court of Appeals?

Why is this meeting closed? The ZC is responsible for this mess. And they are going to fix it with the developer behind closed doors?
Maybe @MayorBowser and @ChmnMendelson should have listened to the D.C. Auditor and re-bid--complying this time with their own written terms.

Shortly before 6:30 a.m. on Dec. 17, Adrian Duane Johnson walked into a CVS pharmacy in Columbia Heights. Police said he grabbed four Oral B Pro electric toothbrushes, retailing for $217.98 total, and refused to pay.
The 29-year-old was arrested and detained for three days, then released to await court hearings and possibly a trial. He was homeless and had a string of convictions for shoplifting, typically spending no more than 10 to 15 days in jail at a time.
Johnson has now been charged with killing Tricia Lynn McCauley, a 46-year-old yoga instructor and popular stage actress who disappeared in the District on her way to Christmas dinner Dec. 25. Her friends have complained that the justice system failed by shielding Johnson from serious penalties in a lifetime of crime.

Cases
like this one underscore why the 5D Court Watch program is important, giving
residents a voice regarding repeat offenders. Shutting the revolving door on
crime protects public safety by holding repeat perpetrators accountable. You
have nothing to lose and everything to gain by writing an anonymous community
impact statement to be considered at sentencing. Judges are listening.
I
started 5D Court Watch in 2008, after then suspect Kerstan Leonard failed
to show up for a court hearing to answer for an alleged violent crime.
Despite his ten-year record, underscoring, probable cause to remand to
custody until trial he was allowed to go free without even having to wear a GPS
ankle bracelet. The judge said none of his colleagues should hear the case
until he returned from Christmas break. I issued a clarion call and concerned
residents amplified rightfully outraged voices. Mr. Leonard was remanded until
trial and justice prevailed. Before he was taken off the streets MPD had to
provide around-the-clock protection for the victims.
We
need to speak up forcefully regarding repeat offenders to hold them
accountable. The 5D Court Watch initiative allows our voices to be heard. We
are a critical component of shutting the door on repeat offenders.
