See this 7/1/2008 message from Bloomingdale Civic Association President Cassandra Costley:
"We've had some pretty serious rainfall in recent weeks and the Bloomingdale Civic Association would like to know how neighbors fared. Please let us know if your home was affected by flooding or water seepage of any consequence that was NOT caused by something you could have controlled, i.e., clogged drains, damaged or missing drains or pipes. We will report these incidents to WASA and follow up to assure that they are doing all than can be done to control storm water run off in this neighborhood.
