According to planned unit development (PUD) standards, section 2403.6, “public benefits are superior features of a proposed PUD that benefit the surrounding neighborhood or the public in general to a significantly greater extent than would likely result from development of the site under the matter-of-right provisions of this title. All public benefits shall meet the following criteria: (a) benefits shall be tangible and quantifiable items; and (b) benefits shall be measurable and able to be completed or arranged prior to issuance of a Certificate of Occupancy.” According to standards, “a project amenity is one type of public benefit, specifically a functional or aesthetic feature of the proposed development that address to the attractiveness, convenience, or comfort of the project for occupants and immediate neighbors.
Moreover, in a letter of commitment between the McMillan Advisory Group (MAG), Vision McMillan Partners, LLC (the developer), and the Office of the Deputy Mayor for Planning and Economic Development (DMPED), the MAG committed to the development of a detailed community amenities package.
To this end, the MAG has been working in conjunction with its respective constituents and civic associations to craft a Community Benefits Agreement (CBA) which reflects the public benefits and amenities expected of the site in compensation for the impact of the project on the surrounding communities. While a full, complete version of the CBA does not yet exist, the MAG would like to post the current, draft copy for public feedback. Additional MAG meetings are scheduled for April 17, 24, and 28th to flesh out the CBA. Locations for these meetings are still to be determined but this site will be updated to reflect meeting locations as they are made available. The MAG has committed to providing a CBA to the zoning commission case file (case 13-14) by April 29, 2014.
