regarding the old, still-uncollected trash bins: each household must call 311

See this 04-17-2014 message from a T Street NW resident: 

After reading the notice about the old trash bins in the newletter today, I called 311.  They took down my address and said it would take about a month before the trash bins get picked up and that each household must call 311 individually to arrange a pick up (like calling for bulk trash pick up).   They also said that the trash bins must be turned over in addition to having the sticker placed on the bin.
 
Perhaps this might be useful in the newsletter.  Our alley is overflowing with trash bins right now.

Brilliant DC. Brilliant. Now instead of making one trip down an alleyway and swooping up all the marked cans, our tax dollars can pay for 50 such trips. Yay efficiency!

After three weeks, the city picked up my green can (after I retaped the Take Me sign onto it for the fourth or fifth time) but left the blue can behind. So, I contacted them again after using weatherproof duct tape on the Take Me sign for it
