1st Street NW homeowner who did not experience basement flooding prior to the DC Water 1st Street Tunnel project now IS experiencing basement flooding -- who to contact ?

I am a longtime member of the Bloomingdale list serve and own a house on 1st st between U and V NW. Since the water tunnel project has been completed on 1st st we have experienced flooding in our basement. We’ve owned the house for 30 years and have not had this problem before, but it has happened several times during rains recently. 

Have you heard of others in the area experiencing a similar problem? 

Might someone have contact information where I can get more information about post construction problems?
