Bloomingdale, a central DC neighborhood with a high concentration of Victorian-era row houses, counts few new condos in its property inventory. But the impending opening of a boutique condo building called Beale House has presented Washingtonians with a unique opportunity to buy into this trendy and diverse neighborhood.
