I am continuing to look into the matter, but wanted to share some initial feedback.  First, the construction should not have begun prior to customer notifications.  For that, we apologize.  We have instructed our contractor to cease all work until further notice.  I have dispatched two individuals to the neighborhood tonight to pass out flyers to the affected residents about the Washington Gas construction work.  I have attached the PDF document that is being distributed this evening.  That document will answer more technical questions about the work to be performed by Washington Gas.
                                   
The work currently taking place on First Street between V and U Streets, NW involves the direct bury of a new gas main in the sidewalk.  This work began today with saw cutting of the sidewalk. No customer service (yard work) has begun.  Customer service work will take place only after the new main has been installed.  Washington Gas is prepared to visit the community at the first opportunity to answer any questions that residents might have.  We would be happy to coordinate such a presentation with your office.  Thank you.

The Washington Gas crews are on site and the heavy machinery just arrived. They said that they are going to break ground shortly.

Dear Council Member McDuffie,

My partner and I are the residents and owners of 20xx 1st St NW in the neighborhood of Bloomingdale.

I am writing to you to inquire about utility work that just started in front of our house. The contractors told us that they work for Washington Gas and that they are replacing the gas pipes all along the block in 1st St NW between U St and V St as part of the utility work related to the 1st St tunnel project. They said that they will dig in the sidewalk and also in the front yards of the houses all along the block.

I was surprised to hear about this, since nobody from Washington Gas or DC Water has told us that this utility work will be taking place in front of our houses and in our landscaped front yards. Moreover, nor us or any of our neighbors have received any notice of disruption of the gas service during construction or any notice related to this work whatsoever. I called Washington Gas and they didn't have any notice of construction in their files and gave me the number of their "digging department". I called and they were not able to give me any information about this work.

I would really appreciate if you could give us some information about this work from Washington Gas related to the 1st St tunnel, or if you could send us the contact of the Washington Gas point-person for the 1st St tunnel project.
