? vans parked on Q St NW between 1st and Florida in the early morning that take homeless from the nearby soup kitchen to work on eviction properties ?

Does anyone have information on the vans parked on Q St NW between 1st and Florida in the early morning (between 7-8am) that are taking mostly homeless people from the nearby soup kitchen to work on eviction properties?
          
I tried talking to contractors (van drivers) this morning, but it was very unclear what is going on - whether they are a legal operation (they claim to be contractors for the DC U.S. Marshalls), why the pick up point is on our block, etc.?
     
I've also heard rumors from the neighbors that they aren't paying minimum wage to their workers - that they work grueling days for about $20.
               
Any information would be great.  I've also contacted the DC U.S. Marshalls....waiting to hear back.

They pick up in Truxton Circle as well. Before construction in front of the old Dunbar track all the time. Sometimes they pile people in the back of moving vans (no seats or seat belts). After years of calling the police and contacting our local ANC (about everything from drinking and smoking weed while they waited, to no seat belt use) we were basically told they work for the Marshals and there is nothing that can be done.
