The 2011 North Capitol Main Street Art + Music Walk is coming this August -- and we need you! Are you an artist that would like to exhibit your outdoor sculpture work or other installation for an entire month? Are you a homeowner who would be interested in hosting a beautiful work of art in your front yard throughout August? If so, then we want to hear from you!

For going on three years now, North Capitol Main Street, Inc. has presented the annual Music + Art Walk to showcase the neighborhoods of Eckington, Truxton Circle, and Bloomingdale, showcasing live music, great art, and fine foods from area restaurants.

This year, we have a goal of including twenty (20) artists and homes to display art, and there will be four stages set up to feature live performances during the kick-off celebration on Saturday, August 6.

A Conversation with the Community About the McMillan Sand Filtration Site

We are meeting with the residents of Bloomingdale, Stronghold, Franklin Commons, and Park Place and to bring them up to date about what is going on at the McMillan Site and to get your feedback and opinions about how the ANC should address important issues regarding this major development. Because developing McMillan will change our community permanently, we want to make sure we hear your opinions about how this project should proceed. Here are just some of the issues we will discuss:

o amount of development on the site
o traffic & parking
o storm water runoff
o historic preservation
o retail development
o park space
o community benefits packages
o public facilities

The developers and the city will not be making a separate presentation, but they have presented their viewpoints at many private and community meetings. We will, however, have members from the McMillan Advisory Group present to discuss the topics and issues from their vantage point.

In a recent Bloomingdale Email, a Bloomingdale resident provided what might be categorized as an unfavorable review of neighborhood electrician Wayne Johnson. [The unfavorable comment is not posted here.]

First, Wayne Johnson provides this response:

In response to Bloomingdale resident seeking an electrician , I went to look at this job two weeks ago. To get an estimate to a client on VSt NW. The scope of the work ,started with installing a line for a dryer which was not a problem to installed. In the mean while, of getting a quote back to the client the scope of the worked change . In which I know and you know and if this client did`t NO. now you know . This job needs permits coming from The Department Of Consumer Regulatory Affairs now located in SW Washington DC. I work very hard trying to take care of Bloomingdale Residents and to protect my repetition. A word to the wise. Over the past couple of years, I have help out numerous Bloomingdale residents who had stop work orders place on their home for doing construction with out permits. Fines range from 2,500. dollars to 5,000.00 dollars. So when you call for my services"The Good Electrician That I Am" . IF I CAN'T DO IT RIGHT THEN I WON'T DO IT AT ALL.
One of the first Oath according to the National Electrical Code (Article 90). Is practical safeguarding of person and property from hazards arising from the use of electricity.

I`m not sure how the Bloomingdale Listserve works (like whether messages automatically post or you screen them), but I wanted to let you know that I found the posting below rather cruel. I have no strong feelings either way about Wayne Johnson as an electrician, but I would hope that we could maintain a neighborly tone on this listserve. Direct attacks of individual neighbors seems inappropriate and contrary to the intentions of such a forum.

I`m not sure if there is action to be taken, but I wanted to let you, as moderator, know how this felt as a member of the community.

The anonymous response to Wayne Johnson`s letter is mean-spirited, snarky, and not befitting of a community newsletter whose purpose is, in part, to foster a sense of amicability. I do not know Mr. Johnson nor the homeowner involved in this dispute. However, I do read your listserv emails on a daily basis and I am a committed and concerned member of the Bloomingdale neighborhood. A basic sense of respect and fairness are the cornerstones of any healthy community. The homeowner`s response is rude and smacks of disrespect.

Certainly, Mr. Johnson`s response demonstrates that he does not have a masterful command of written English. However, this limitation should not subject him to becoming fodder for an ostensibly better-educated homeowner. Nor does it give the homeowner the right to attack Mr. Johnson in a public forum. What is worse than the homeowner`s rancor is the his feigned confusion and bemusement. The homeowner attempted to put on as if he is genuinely trying to understand Mr. Johnson`s response, when it is obvious from his tone that all he really wants to do is embarrass Johnson by bringing attention to and mocking his unrefined writing. It`s a low blow either way one cuts it.

Bloomingdale is an attractive community because it is diverse, not just racially, but also experientially, educationally, and professionally. Each of us bring different skills and strengths to this lively and burgeoning neighborhood. Homeowner`s thinly-veiled put downs are insulting, sophomoric, lame, and reek of classism and elitism. If the homeowner wants to find someone with whom to have a war-of-words, he should seek out one of the many lawyers, doctors, and other professionals who make their home in this area. As a seemingly well-educated person, he should be fully aware that contract disputes are typically resolved through legal channels not by posting condescending blog responses. If the homeowner believes Johnson breached his contractual obligation, he seek should seek a legal remedy in a court of law. Let`s leave the listserv as a forum for the exchange of ideas, information, and building an espirit de corps for the lovely LeDroit Park and Bloomingdale neighborhoods.

update on exorbitantly high DC Water bill

As follow up to my previous note about the exorbitant water bill, it turns out the my bill of $1,700 is to cover the last 2.5 years. While I was paying for water service and other charges each month during that period, I did not realize that I was not paying for water itself. It appears that I may not be the only person on Thomas St who is suddenly making a large arrears payment. See note from WASA below:

I have just spoken with our Customer Services Department on your issue, and it appears that Commissioner Salatti is correct in that DC Water in fact installed new water meters on your street approximately 2.5 years ago. These newly installed meters, unfortunately, were not calculating your actual water usage, thus fees were the only thing being assessed during this time. As this is the case, you`d been receiving water without payment for usage of water during this time. While our Customer Services Department is certainly not absolved from its responsibility to properly meter the usage of water by our customers, this payment is nonetheless accurate as it does reflect the non-payment for water service received during this time frame.

In many of these cases, as yours is not alone, our Customer Services Department offers customers an optional payment plan as a method by which to make payments; alternately, customers may elect to appeal a water bill, which is done through the filing of an appeal form with our Customer Services Department. If you choose to file an appeal, please let me know and I will have our Customer Services Department send you the required appeal form.

I do sincerely apologize for this convenience, and please let me know if there is anything else that I can do.

On behalf of District of Columbia Single Member District 5C03, I am writing this letter of support for the Engine Company 12 ABRA application.

The majority of SMD 5C03 community residents support the general advancement of the Engine Company 12 project as presented at local community meetings held during 2011, and we recognize that alcohol sales comprise a critical revenue stream to ensure the economic sustainability of a restaurant of the proposed size and scope.

The Engine Company 12 project team has conducted diligent outreach efforts within the SMD 5C03 community. Despite these efforts, some outstanding concerns remain with various members of the community with regard to specific parameters of the Engine Company 12 ABRA application and other operational aspects of the proposed business.

May 12, 2011

Neighbors,

The Bloomingdale Civic Association (``BCA``) has read Mr. Steven May`s ``Open Letter`` dated today. While the BCA looks forward to working with Mr. May as he works toward the opening of Engine Company 12, it is necessary to clarify a few things about the BCA.

First, the BCA fully supports Bloomingdale-area businesses and their efforts to serve the Bloomingdale community. This includes supporting restaurants that seek liquor licenses. Recently, we supported the applications of Big Bear Café and Boundary Stone, and we hope to support future applications from businesses that will add value to our community.

Second, our policy concerning support of liquor licenses is that we consider all requests for support during a duly noticed public meeting after the business owner has filed the license application. Big Bear Café and Boundary Stone followed this process and the BCA supported them. The principal reason for this policy is that Bloomingdale residents deserve to know what the business owner is asking them to support and the official record of that information is found in the filed and accepted application (acceptance occurs before the licensing board issues the placard for posting). In fact, Bloomingdale residents already have approached us regarding Engine Company 12`s intended use of the patio. While Mr. May has likely discussed this issue in prior meetings, the use of the patio will be governed by the request in the application and the terms of the license.

Third, the BCA is not delaying Engine Company 12`s opening. To be clear, the liquor licensing process does not require that a letter of support from a civic association (or ANC) be obtained prior to the submission of a liquor license application or at anytime thereafter. Likewise, there is no requirement that such letter must be submitted with a liquor license application. We were pleased that Mr. May sought our support and offered to consider his request once he filed the application. Any claim that the BCA is the cause of Engine Company 12`s failure to open for business on July 1, 2011 is disingenuous – at best. Even if the liquor license application was filed today, in a best case scenario, the application could not be approved and issued before July 1, 2011. Further, I have found no support in the District`s regulations and through a call to the licensing board for Mr. May`s claim that not acquiring a letter of support prior to the submission of an application would cause a delay in application process. Therefore, assuming that the lack of a liquor license is the only reason Engine Company 12 is unable to open on July 1, 2011, the blame for not opening on time would seem to fall at the feet of the person(s) responsible for filing the application in a timely fashion.

Mr. May`s letter this morning was the first time we have heard Mr. May suggest that the BCA is preventing the opening of Engine Company 12. Mr. May first requested an opportunity to request a letter of support via an email sent Thursday, April 14, 2011, three days before our April meeting. In my response I asked if the application had been filed and indicated that there would not be enough time before the April meeting to alert neighbors that the issue would be discussed and that a vote may be taken. Mr. May said the application had not been filed and that he would ``move ahead without the letter at this point....`` Perhaps if the person(s) responsible for filing the application had in fact moved ahead without the letter and submitted the application there would not be a delay in Engine Company 12`s opening date, again, that assumes liquor licensing is the sole reason for the delay – but I digress. During the April meeting, Mr. May stated that the BCA would not consider a letter of support until the application was filed and indicated that he would file the application shortly thereafter. On Wednesday, May 4, 2011, in preparation for the May BCA meeting, I emailed Mr. May to find out whether the application had been filed and his response was ``I am dropping it off on Friday``, which I took to mean last Friday, May 6, 2011. The application was not filed last Friday. Yesterday, Advisory Neighborhood Commissioner Hugh Youngblood informed me that the application would be filed this Friday. Even if the application is filed this Friday, it will have to be reviewed and accepted before the placard is issued. At no point have I or any other Bloomingdale Civic Association board member indicated that the BCA will not support Engine Company 12`s application for a liquor license. The fact is that there is currently no application for us to support.

We at the BCA are pleased to represent Bloomingdale and to assist Bloomingdale business owners with their entrepreneurial dreams. Despite Mr. May`s ``Open Letter,`` our offer to him still stands; we would be pleased to consider his request once the application is on file.

Re: Scheduled Opening of Engine Company 12

To all local residents,

Due to the lack of open support from community leaders and local civic associations, it has become necessary to delay the opening of Engine Company 12 from July 1, 2011 to September 1, 2011. We have tried for the past several months to garner letters of support from local area civic associations and the Advisory Neighborhood Commission without success. Without these letters the process to obtain an alcohol license from the Alcoholic Beverage Regulation Administration is drastically slower. Operating a restaurant of this size without an active ABRA license would be financially unfeasible.

Representatives from Engine Company 12 have been attending and presenting at local area civic association meetings and hosting meet and greets off and on for the past four months. It is unfortunate that this philosophy of open communication with local residents and civic leaders has not garnered the support necessary to yield letters of support from local groups.

If we are unable to obtain letters of support from the local civic associations and the Advisory Neighborhood Commission in the next 30-45 days the opening date will need to be delayed until after the start of the New Year. I apologize for this and we are still working diligently to get this project up and running as quickly as possible.

1897 Map of Bloomingdale

I found this to be very interesting. In the 1897 Real Estate Plat-book, a cemetery is shown at the Northeast corner of Florida Avenue and 2nd St NW. By the 1901 plat-book it no longer existed. Sure, they removed the headstones.......
The land North of Florida Avenue was divided up by subdivisions, the subdivisions were divided by block numbers, and the lot numbers circled the block. The numbers don't correspond to mailing addresses.  The pink squares are brick buildings. In most cases you can see that 3 buildings were built per lot.

Everyone: Remove Or Cover Spray Paint Tags Immediately,

Tagging has increased dramatically in Bloomingdale in recent weeks. From my window alone near 1st and W, I've seen Flagler Market, Electric box, and just last night my neighbor's house.

PLEASE help paint over tags the minute you see them to show this kid it isn't worth his time in our neighborhood, because his tag disappears immediately.

I've spray painted the electric box and the neighboring house using primer for wood and metal. Someone from the neighborhood spoke to new Flagler Market owner who cleaned up his wall.

The city has service for removing tags, but do not take care of them as quickly as they should to discourage culprits.

To report graffiti, call 311 and give the operator location & description of the graffiti.

You can also call 311 to request a graffiti removal kit be delivered to your house.

If we all pitch in, the tagging should stop fairly soon---and I like the idea of this kid not getting gratification.

We are announcing a free home school co-op that has been formed in Bloomingdale. While the purpose of home education is to allow households to provide for the education of their own children, we want to supplement this by taking advantage of the professional specializations that each adult care-giver has to offer.

The purpose will be to provide collaborative support for adult participants who are seeking to explore various homeschooling options, curriculum, etc. Of course, social interaction for the children will be a positive benefit as well.

1) Adults from each participating household provide a minimum of 1 workshop or field trip relevant to their expertise per semester. Current areas of expertise and sample workshop themes include:

· Journalism (scholars could develop neighborhood newspaper)
· Biology (science labs, specimen collections)
· Political Science (field trips related to history and civics)
· Writing (sentence structure and penmanship)
· Cooking (cooking demonstrations and baking)
· Music (hand-chime choir, vocal chorus)
· French (language and culture)
· Physical education (bocce, croquet, track and field)

2) Participating EDUCATORS must be the parent/primary guardian and primary educator of one of the scholars and meet one of the following qualifications:

a) a bachelor`s degree plus three years` work experience in a professional field
b) an advanced post-baccalaureate degree

3) Participating SCHOLARS must meet the following qualifications:

a) 3 years old and up (younger siblings with adult supervision may accompany scholars)
b) only receiving education at home (i.e. - not enrolled in another school or daycare)
c) accompanied by at least 1 parent/primary guardian on field trips or at workshops
d) resident of D.C. – primary consideration given to residents of Bloomingdale (additional slots may be filled by young scholars from surrounding neighborhoods)

Drum Set Needs a Home

I recently moved to the District and have yet to find a home for my drumset (my landlord has banned it from my new place). I am looking for a new home for it, preferably with an organization such as a school, church, or community center. I am happy to let you use it as you please, as long as I can come by a couple times per week and practice. I could also possibly play part-time with your band/friends (although a regular time commitment isn't possible for me at the moment).

I live in Bloomingdale, and am hoping to find something in the neighborhood or within biking distance.
Responsibility is a key factor - it's an expensive set and it don't want to see it get damaged or disappear! Preference will be given to community or religious organizations.

My name is Jamee Telford and I am the Outreach Programs Manager at the National Building Museum.  I came across your Bloomingdale blog as I was doing some research on the neighborhood.  Every summer we have a program for DC area youth called Investigating Where We Live. It focuses on photography, creative writing, and exhibition design.  Students explore three different neighborhoods in DC by taking photographs of places and people that they find interesting. They meet with people who live and work in the neighborhood to gain a community perspective.  Students are then challenged to create an exhibition that expresses their view on these DC neighborhoods using all of the information they gathered during the program (photographs, writings, interviews, etc.) 

This summer we will explore Bloomingdale, H Street Corridor, and Mount Pleasant.  Would anyone from your blog be interested in meeting with our students this summer?  Do you know of other people in the Bloomingdale area who may be interested in working with us?  We’d love to have students from Bloomingdale apply to participate in the program also.  We have distributed information to the local schools. Are there other community organizations that could help spread the word? Participants must be between 12-16 years old.

The BCA Beautification Committee Chair, Dennis Anderson, and the rest of the committee did an incredible job organizing this year`s event. Colleagues, friends, and neighbors, I was one of the “41 for 51” that was arrested with Mayor Gray, Chairman Brown, CMs Alexander, Bowser, Biddle, Brown, and Wells, during the protest outside the Senate Hart Office Building. It was a long night. I did not get home until 5AM. I am proud we stood up for DC and I would probably do it again.

And it is going to be more than a neighborhood store from now on! We have a website, fieldtocity.com that features an online shopping cart.

Starting Monday, 4-4-2011, we are able to take orders and deliver the same day to anyone in DC. We expect to have a wider customer base shortly, which will allow us to offer even more locally sourced products in turn.

Dear Neighbors,

At the March 14, 2011 Community Meeting, CM Thomas and Dr. Johnson expressed that they wanted to empower members of the community to take charge and address some of the concerns and issues within their own communities. Parking was noted as one of the prevalent issues and a Parking Focus Group was formed. This Parking Focus Group will address the parking issues that have been raised by the residents residing in the Unit and 100 blocks of R St NW, 1600-1800 blocks of First St NW and the Unit block of Randolph Place NW. Since I have activity been pursuing these issues with the Office of the Council and DDOT, I was nominated and agreed to be the Lead for the Parking Focus Group.

Mr. Bjorge of DPW was present and answered a number of questions that residents raised regarding resident only parking. He recommended that residents meet with Mr. Damon Harvey of DDOT. Mr. Harvey agreed to meet with us on April 7th and walk through a number of options for residents to consider. Please plan to attend this meeting and voice your opinion on the parking options that you feel will best serve the residents, churches, and businesses within our community. Please share this information with your neighbors. The meeting will take place as follows:
