The BZA hearing on 64 W Street NW ended yesterday, after being
continued from October 27, 2015.
The Board voted unanimously to approve the
application.
So 64 W Street NW now has approval to be developed into three units with a pop-up.

The neighbors opposed this case, yet ANC 5E unanimously endorsed it.
Who benefits?
The neighbors actually supported this, as it seemed better than the alternative, which was to extend the building quite far (but within regulations) into the backyard. And as Nathan said, it's not a pop-up.

It is a fallacy that there were no other alternatives. The home could remain a single family home, or perhaps one with a basement apartment, which is in accord with the historical, traditional use of converting a home to a flat, in an R4 zone. The new regulations continue to allow conversion of a home to flat, as a matter of right. Conversion to three units requires a special exception. Now we have more legal precedence for exceptions or variances to that which is allowed as a matter of right, even under the new R4 zone regulations.
Why did ANC 5E unanimously endorse this, many of whom are in leadership positions on the Bloomingdale Civic Association? Are ANC 5E and the BCA more concerned with guaranteeing profit margins for investors, particularly those who do NOT live in the community? Why?
