neighbor encounters man with full indecent exposure this morning around 2nd and Elm St NW

See this 01-19-2017 12 noon message:

I passed a man with (full) indecent exposure walking down 2nd St, around the corner of 2nd and Elm, towards V St this morning on my walk to work. I'm not sure who I should report this to but thought the neighborhood should be aware.
